administration and finance, technical and mineral policy implementation,
carrying into effect provisions of the Mining Act and Regulations, and provision

VISIT TO UZBEKISTAN : REPORT OF THE SPECIAL RAPPORTEUR ON THE INDEPENDENCE OF JUDGES AND LAWYERS
The procedure envisaged by the Law with regard to the selection of candidates is
extremely cumbersome. In the opinion of the Special Rapporteur, the selection procedure
could be made more straightforward by organizing regular competitive selection processes
and appointing successful candidates on the basis of their rating in that process.
Competitive examinations conducted, at least partly, in a written and anonymous manner
represent an important tool in the selection process.13 Mandatory training, including an
internship in court, could be provided only to candidates who had been successful in the
selection process.

The provisions of the Treaty of Athens of 1913, which provided reciprocal and
extensive minority rights for over 2 million Ottoman Greek Orthodox and approximately
650,000 Muslims of Greece, which did not embrace at that time the region of Thrace, have been
superseded by the subsequent provisions of the Lausanne Peace Treaty of 1923 (Section II). (...) It is strongly believed that because of the benefits of the Law
3536/2007, the preachers and teachers of the Holy Koran will be in a better position to contribute
more efficiently to the spiritual needs of their communities.
The selection process of the preachers and teachers of the Holy Koran is deliberately
presented in a distorted way since the Muftis and Muslim boards of examiners select the
competent candidates.

Annex I Parties should
also make every effort to develop and/or select emission factors (EFs), and collect and
select activity data (AD), in accordance with the IPCC good practice. (...) The NIR shall include:
(a) Descriptions, references and sources of information for the specific
methodologies, including higher-tier methods and models, assumptions, EFs and AD, as
well as the rationale for their selection. For tier 3 models, additional information for
improving transparency;12
(b) An indication of the level of complexity (IPCC tier) applied and a description
of any national methodology used by the Annex I Party, as well as information on

The Working Group was briefed about the State Department Worldwide
Personal Protective Services contract, which is the programme established to “pre-plan,
organize, set up, deploy and operate Contractor protective service details for the
protection of U.S. and/or certain foreign government high-level officials”.30 It includes
provisions for selection of personnel, as well as procedures for the vetting of staff and
compulsory training.
32. (...) Following these allegations, the Commission on Wartime Contracting conducted
a hearing on 14 September 2009 on State Department selection, management, and
oversight of security and other contractors in support of the United States Embassy in
Kabul. 32 The Senate Subcommittee on Contracting Oversight also initiated an
investigation and reported a pattern of ineffectual Department of State oversight of the
ArmorGroup North America contract. (...) Officials
from the Commission informed the Working Group that the current model of extensive
contracting out (at a ratio of approximately one contractor for every Government
employee), has not yet proved it is more cost-effective than a model with fewer
contractors.
