Third, security sector reform is an important element in strategies for building a sustainable peace in post conflict settings, making it possible to prevent relapses into violent conflict; in addition, as a State with a dysfunctional security sector can constitute a destabilizing factor within its own region, security sector reform carried out at a regional level has the virtue of serving as a confidence-building measure. (...) The OECD defines security system reform as “the transformation of the ‘security system’ — which includes all the actors, their roles, responsibilities and actions — working together to manage and operate the system in a manner that is more consistent with democratic norms and sound principles of good governance, and thus contributes to a well functioning security framework”. As the security sector is linked to effective government authority, strong democratic institutions based on the rule of law also contribute to the prevention and combating of transnational threats, risks and challenges such as organized crime, terrorism and illicit trafficking of all kinds.
