The research of specific names in the large volume of documents constituting the Nansen Fonds for refugees is quite complex. Indeed, a central repository with the names of all refugees does not exist. Some lists of names, as well as the correspondence exchanged between the refugees themselves and the Nansen Office, are scattered in various record groups, but are frequently incomplete and can require significant time to review.

On top of that, Azerbaijan continues to deliberately violate relevant international laws and customs
related to geographical names. Indeed, for many years, the United Nations Conference on Geograph-
ical Names has adopted resolutions regarding geographical names, their treatment criteria and has
continuously emphasized that they are part of the world’s intangible cultural heritage46. This approach
is based on the idea that place names are memories of places, as well as living memories of the people
who gave these names to such places and form an important part of the history of the region. (...) It obliges states to safe-
guard and respect intangible cultural heritage, including oral traditions and particular geographical
place names.
Moreover, the United Nations Group of Experts on Geographical Names has referred to the Conven-
tion in various contexts, and it specifically passed the above-referenced resolution “Geographical
names as intangible cultural heritage” to address the importance of preserving geographical names as
part of a nation’s intangible cultural heritage.48 The Group also adopted a resolution (X/3) “Criteria
for establishing and evaluating the nature of geographical names as cultural heritage”, defining the
conditions for the proper naming of geographical

With the said
amendment, the Greek Cypriot side seeks to punish anyone who acts against the decisions
of the so-called “Cyprus Permanent Committee for the Standardization of Geographical
Names” which has, in the guise of “standardization”, unilaterally portrayed geographical
and place names in the whole Island, including the North. (...) The United Nations has taken a leading role in facilitating the
setting of common rules for standardization of names in Conferences held under its
auspices. The guiding principle adopted for standardization in these Conferences has been a
practical one; it relates to how the inhabitants refer to an area. The Greek Cypriot
Committee, on the other hand, admitted before a number of UN Conferences, such as in the
report it has submitted in the Fifth UN Conference on the Standardization of Geographical
Names in 1987, its own inability to engage in proper standardization in the North where it
does not have the competence to verify place names under the control and jurisdiction of
the Turkish Cypriot authorities, where the Greek Cypriot administration exercises no
control or jurisdiction.

omitted from the Report.
(...) Concerning the references to geographical places in Paragraph 38 and Paragraph 40
solely with their Greek names, I would like to stress that Cyprus is the common home of
both the Turkish Cypriot people and the Greek Cypriot people where a great number of
locations enjoy both Turkish and Greek names. Therefore, references to such places
without indication of their Turkish names are unacceptable. In this case, the Turkish names
should be indicated for the sake of consistency, similar to the approach followed in
Paragraph 41.
