The survey has four parts: (a) Part 1: Background Information: asks about you and your role in preparing your country’s national communication or in helping non-Annex I Parties in the preparation of their national communications; (b) Part 2: Institutional Concerns and Solutions: asks you to describe institutional constraints that you face in ensuring the sustainability of your national communication process over time and in maintaining a consistent national technical team to prepare your national communication; (c) Part 3: Financial Concerns and Solutions: asks you to describe financial and funding constraints that you face in ensuring the sustainability of your national communication process over time and in maintaining a consistent national technical team to prepare your national communication; (d) Part 4: Greenhouse Gas (GHG) Inventory Software: asks for information that will assist the UNFCCC in improving its existing GHG inventory software and to enable the UNFCCC to contact you for feedback about a prototype version of the software that it is currently developing. The UNFCCC will seek feedback on this prototype from interested non-Annex I Parties and will incorporate this information into a new version that better supports your needs in reporting GHG data. 2. The purpose of the Organization-Led Initiative (OLI) was to enable an open, informal, transparent and informed discussion on a common and concise global core set of forest indicators supporting the implementation of the 2030 Agenda for Sustainable Development and the emerging IAF Strategic Plan. ORGANIZATION OF THE ELEVENTH MEETING OF THE CONFERENCE OF THE PARTIES (2012) AND PARAGRAPH 7 OF ARTICLE 15 OF THE CONVENTION: NOTE BY THE SECRETARIAT
At the time of preparation of the present note, no feedback had been received by the Secretariat on the proposals. 3 Article 15(5) of the Basel Convention further provides: “The Conference of the Parties shall keep under continuous review and evaluation the effective implementation of this Convention, and, in addition, shall: (a) Promote the harmonization of appropriate policies, strategies and measures for minimizing harm to human health and the environment by hazardous wastes and other wastes; (b) Consider and adopt, as required, amendments to this convention and its annexes, taking into consideration, inter alia, available scientific, technical, economic and environmental information; (c) Consider and undertake any additional action that may be required for the achievement of the purposes of this Convention in light of experience gained in its operation and the operation of the agreements and arrangements envisaged in Article 11; (d) Consider and adopt protocols as required; and (e) Establish such subsidiary bodies as are deemed necessary for the implementation of this Convention. 4 UNEP/CHW.3/INF.7. 5 UNEP/CHW/OEWG/6/29, at paragraph 187. (...) Annex II contains a diagram which illustrates a possible framework for such a process; (b) Mandate work to be undertaken during the intersessional period between COP 9 and COP 10 to identify other matters that should properly be addressed in an evaluation of the effectiveness of the Basel Convention; (c) Mandate work on further activities or pilot programmes or proposals for further activities or pilot programmes, as appropriate, that would assist in the evaluation of the effectiveness of the Convention and present possible mechanisms to enhance the effectiveness of the Convention in light of the latest scientific, environmental, technical and economic information.; (d) Mandate work on the development of indicators to measure the effectiveness of the Basel Convention, for presentation to COP 10 which could, in turn, provide directions on the products to be presented to COP 11 to enable an evaluation to take place at COP 11. 8.
