ORGANIZATION OF THE ELEVENTH MEETING OF THE CONFERENCE OF THE PARTIES (2012) AND PARAGRAPH 7 OF ARTICLE 15 OF THE CONVENTION: NOTE BY THE SECRETARIAT
At the time of preparation of the present note, no feedback had been received by the Secretariat on the proposals. 3 Article 15(5) of the Basel Convention further provides: “The Conference of the Parties shall keep under continuous review and evaluation the effective implementation of this Convention, and, in addition, shall: (a) Promote the harmonization of appropriate policies, strategies and measures for minimizing harm to human health and the environment by hazardous wastes and other wastes; (b) Consider and adopt, as required, amendments to this convention and its annexes, taking into consideration, inter alia, available scientific, technical, economic and environmental information; (c) Consider and undertake any additional action that may be required for the achievement of the purposes of this Convention in light of experience gained in its operation and the operation of the agreements and arrangements envisaged in Article 11; (d) Consider and adopt protocols as required; and (e) Establish such subsidiary bodies as are deemed necessary for the implementation of this Convention. 4 UNEP/CHW.3/INF.7. 5 UNEP/CHW/OEWG/6/29, at paragraph 187. Annex II contains a diagram which illustrates a possible framework for such a process; (b) Mandate work to be undertaken during the intersessional period between COP 9 and COP 10 to identify other matters that should properly be addressed in an evaluation of the effectiveness of the Basel Convention; (c) Mandate work on further activities or pilot programmes or proposals for further activities or pilot programmes, as appropriate, that would assist in the evaluation of the effectiveness of the Convention and present possible mechanisms to enhance the effectiveness of the Convention in light of the latest scientific, environmental, technical and economic information.; (d) Mandate work on the development of indicators to measure the effectiveness of the Basel Convention, for presentation to COP 10 which could, in turn, provide directions on the products to be presented to COP 11 to enable an evaluation to take place at COP 11. 8.

In performing the functions described in decision 1/CP.16, paragraph 123(a)(i)(iii), (c)(iii), with regard to the management of requests from developing country Parties submitted through their NDEs, the modalities will consist of, inter alia, the following: (a) Support countries in developing draft proposals into fully articulated proposals, building on their technology needs assessments (TNAs), national adaptation programmes of action (NAPAs), other national climate change strategies including research, development and demonstration (RD&D) related activities, to enable implementation and action, also in the form of nationally appropriate mitigation actions and national adaptation plans, in collaboration with the financial mechanism of the Convention, international financial institutions, and the private sector; (b) Provide technical support and advice for development of TNAs, national technology road maps and actions plans, planning and implementation of climate technologies, and policies and measures in support of implementation; (c) Provide technical support and advice on tools for identifying, planning and implementing climate technologies; FCCC/SB/2013/L.3/Add.1 GE.13-70837 5 (d) Provide advice on policies and measures in support of implementation of climate technologies; (e) Match needs to available support and facilitate access to support. It would support the efforts of the CTCN by, inter alia: facilitate online training, peer-to-peer exchange, and expert advice; capture experiences and results of technology cooperation activities to achieve continuous learning and improvements to knowledge; collect, analyse, and communicate CTCN results and lessons learned and continuously gather external feedback from a variety of CTCN stakeholders and partner organizations; serve as a comprehensive, up-to-date, and easily accessible library of information on technology availability, costs, and performance; policies; financing; and other topics for use by countries, with seamless links to resources available from sources around the world; provide information to support matchmaking of country requests with existing international programs; share information on current CTCN activities and results; enable internal tracking and evaluation of CTCN activities.

The Council, at its 54th meeting, agreed to extend the CBIT TF to accept remaining contributions and enable programming until October 2018. There have been a variety of developments over the last five years that enable greater control in manipulating biological systems and networks. (...) Synthetic Biology, Uncertainty, and the Future of Biosecurity, by academics at the Massachusetts Institute of Technology and Boston University; 131 (h) Security Implications of Synthetic Biology and Nanobiotechnology by the United Nations Interregional Crime and Justice Institute (UNICRI);132 (i) The Transnational Governance of Synthetic Biology: Scientific Uncertainty, Cross-borderness and the Art of Governance by the London School of Economics and Political Science;133 and (j) Synthetic Biology: Four Steps to Avoid a Synthetic Biology Disaster by the Woodrow Wilson International Center for Scholars.134 In general, these reports recognise that synthetic biology "appears to have minimal security implications in the near term, create modest offensive advantages in the medium term, and strengthen defensive capabilities against natural and engineered biological threats and enable novel potential offensive uses in the long term".135 Similar findings were echoed in the UNICRI review published in 2011. (...) Combining advances in bioinformatics with those in characterization as well as high-throughput approaches, and robotics is beginning to enable automated research approaches. Advanced modelling software has been used to take partially-characterised biological systems (such as those from yeast functional genomics or drug screening) and through the use of artificial intelligence develop theories as to what the missing components of the system might be (both in terms of intermediaries and processes).
