The Special Rapporteur observed that, in response to the country’s many and diverse housing needs, the system of funding for housing policies is based only on the production of finished dwellings and home improvements. The Special Rapporteur also notes the lack of an analytical framework for identifying the various approaches to urbanization and their policy requirements. (...) The Special Rapporteur considers that, despite the existence of home improvement and urban improvement programmes (such as the PROMEBA programme and the Federal Housing Improvement Programme) and the efforts made over the last eight years to diversify housing policy programmes, the Government’s priority remains the production of finished dwellings (turnkey homes) for low- and middle-income households, with overly standardized designs which, in most cases, focus solely on the production of housing and not an integrated housing concept.

• At 1600 hours, five workers assembled steel pipes into a tower-like structure behind the gate at the border crossing east of point M1. The Israeli enemy finished its work at 1730 hours. 1057 Inside occupied Lebanese territory, the Israeli enemy directed a camera located opposite point M2 for one minute towards a Lebanese Army post inside Lebanese territory. 3 June 730 An Israeli enemy patrol comprising five winches, five workers, a wheeled bulldozer, five soldiers and a vehicle equipped with a camera stopped opposite Naqurah, inside occupied Lebanese territory, south of point M1, and carried out the following work (...) At 1020 hours, the Israeli enemy finished its work and the vehicles headed towards occupied territory. 1030 On the outskirts of the town of Mays al-Jabal, opposite points B68 and B68 (1), inside Lebanese territory, a fire broke out across some 25,000 m2 of scrub land, causing seven landmines that had been left behind by the Israeli enemy to explode. 6 June 1300 1400 Explosions, the cause of which is unknown, were heard inside the occupied Shab‘a Farms. 2030 From inside occupied Palestinian territory, opposite the outskirts of the town of Blida, at point BP29, the Israeli enemy started a fire that eventually engulfed some 1,500 m2 of scrub land inside Lebanese territory.
