In broad terms, the occurrence of some rare and regretful cases of abuses to domestic workers' rights in Lebanon does not and should not be taken as a pretext for generalization, and subsequent projection on the totality of the large number of male and female workers in Lebanon. Also, the acknowledgment of positive steps and ambitious endeavors taken by the Lebanese Government in that regard should not be surpassed. 2. (...) Concerning what was mentioned in the report on certain countries decisions to ban their citizens from working in Lebanon - namely Madagascar, Philippines and Sri Lanka - the following facts should be noted: Negotiations are currently underway with the embassies of the mentioned countries, and memorandums of understanding (MoUs) are being prepared with two of them (the Philippines and Sri Lanka) and with other countries that have nationals working in Lebanon (for example, Ethiopia), in order to protect the rights of male and female workers, and legally organize the processes of their recruitment. (...) It should be noted that the Philippines, which used to ban its female citizens from traveling to Lebanon for work, partially lifted this ban after witnessing the progress made by the Ministry of Labor with regard to guaranteeing the rights of these female workers, and sough the preparation of an MoU and a draft bilateral agreement to be signed with Lebanon.

GNCHR welcomed the protection measures for victims of domestic violence included in the National Plan; however it highlighted that female victims are not al- ways ensured effective access to justice. (...) Although the gender of perpetrators is also provided, it is not linked to the vi c- tim’s gender; hence, the number of female victims of male perpetrators cannot be deduced.

The Special Rapporteur was informed at a meeting with prominent judges (male and female) that granting women full authority as judges is an issue which is currently being debated by the authorities. 19. (...) However, the progress in women’s education has not been matched with an increase in female employment. Women are over-represented among the unemployed and in 2003 they constituted only 14.2 per cent of the formal labour force,18 concentrated in low-paid, sex-stereotyped sectors. (...) Although women can be elected to the Majlis, only 12 of the 290 seats, or 4.5 per cent, in the Seventh Majlis elected in 2004, are held by female deputies.19 The female deputies of the Sixth Majlis, elected in 2000, were active in the battle for reform in the country despite their low representation.

In Nyala I also visited the female section of Nyala prison. At the time of the visit there were 39 detainees accompanied by their 9 children. (...) The conditions inside the female section were poor2. Main findings 4. (...) To conclude, the situation in Darfur is a grave human crisis exasperated by insecurity; mutual mistrust between the people and the Government; and lack of effective follow-up regarding allegations of human rights violations, including rape of women and girls. Female IDPs endure security concerns, the trauma of rape and loss, health problems and heightened risk of HIV/AIDS infection, domestic violence and poverty.
