Since it was passed almost five
years ago, Israel reacted with the announcement of constructing some 33,000 new settlement
housing units; that is, 8,244 units a year. This contrasts with approximately 2,300 units in
2016, before the UNSC Resolution 2334 had been issued. Forty percent of these settlement
units were constructed deep inside the West Bank. (...) During weekly demonstrations and night-time protests against settlers, the Israeli occupying
forces killed six Palestinians and injured more than 700 others. Forty five Palestinians,
including wounded persons, were also arrested.

CAPACITY-BUILDING UNDER THE CONVENTION. DRAFT CONCLUSIONS PROPOSED BY THE CHAIR
The Conference of the Parties (COP) decided to initiate the third comprehensive
review of the implementation of the framework for capacity-building in developing
countries as contained in the annex to decision 2/CP.7 (hereinafter referred to as the
capacity-building framework) at the forty-second session of the Subsidiary Body for
Implementation (SBI) with a view to completing the review at COP 22 (November 2016).1

[Recalling decisions 4/CP.12, 2/CP.17, 1/CP.16 and 1/CP.18,]
Also recalling decision 2/CP.7 to conduct a comprehensive review of the
implementation of the framework for capacity-building in developing countries (capacity-
building framework) contained in the annex to this decision every five years and decision
13/CP.17 to initiate the third comprehensive review of the capacity-building framework at
the forty-second session of the Subsidiary Body for Implementation with a view to
completing the review at the twenty-second session of the Conference of the Parties,
Emphasizing that capacity-building is important in enabling Parties to address the
challenges of climate change,
[Reaffirming that capacity-building [in developing countries] [in all countries]
should be a continuous, progressive and iterative process that is [participatory]
[cooperative], country-driven and consistent with national priorities and circumstances,]
Acknowledging that capacity-building is cross-cutting in nature and an integral part
of enhanced action on mitigation, adaptation and technology development and transfer,
[Noting that the preparation of national communications, biennial reports, biennial
update reports, intended nationally determined contributions, national adaptation
programmes of action, national adaptation plans, nationally appropriate mitigation actions
and a range of other activities have contributed to the development of individual level
capacity within and across national institutions, [though in a fragmented manner,][in some

Such Resolution is an
invitation by the Secretary General of the United Nations to:
- Procure additional cooperation and coordination between both
organizations and their specialized organisms;
- Submit in 1988 a report on the application of sait resolution,
maintaining the inclusion of the subject in the forty third period
of the General Assembly.

Mr. (...) Costa Rica, on October 27-28, 1987, that the
agreement to proceed with negotiations on limiting military arma-
ments and troops within the following forty five days was adopted.
Once again, before this General Assembly, I urge the other Central
American countries and the Contadora mediating Group to conclude
the negotiation of these essential aspects of regional security.

On para 58: Mingalar Taung Nyunt incident
In relation to the Mingalar Taung Nyut Township case, five out of seven
Buddhist extremists who involved in the incident has been arrested and filed under
case 1/2017 of non-cognizable offence for their attempt to commit a crime with the
aim of disturbing the stability of the State by spreading hatred and incitement.
(...) In cooperation with INGOs and NGOs, vital primary healthcare services are
being provided. Forty mobile health clinics are operating in 208 temporary camps
and villages in 12 townships in southern and northern parts of Rakhine including
Buthidaung and Maungdaw. (...) Unfortunately, one of the boys, Mummad Rawphi was hospitalized twice in January
at Buthidaung Hospital for stomach inflammation and he later died. The remaining
five boys are being tried in a Juvenile court in a transparent manner and in line with
obligations under Convention on the Rights of the Child (CRC).
