In particular, 12 key steps for Governments to take towards fulfilling national responsibility for internal displacement are identified: 1. (...) Taken collectively, these benchmarks constitute a framework for action for fulfilling national responsibility in situations of internal displacement. (...) In addition to underscoring the importance of national responsibility for addressing internal displacement and highlighting the relevance of the Guiding Principles, this module identifies and explains the key steps that Governments can take towards fulfilling their responsibility towards the internally displaced.6 Another instructive report is one published by the Commonwealth, which presents a set of national “best practices” for Commonwealth member States in addressing internal displacement.7 Further, a regional seminar on Internal Displacement in the Americas endorsed a framework of action on national responsibility for Governments in the region.8 5.

Unfortunately, it is amply clear that the Greek Cypriot side refrains from fulfilling its commitment and obligation to open a Turkish primary school in Limassol to meet the educational needs of the Turkish Cypriot children living in Southern Cyprus. (...) In line with this understanding, as it is well known, in addition to the primary school which has been functioning in Karpaz for decades, the Turkish Cypriot side opened a secondary school in September 2004 for the Greek Cypriot students residing in the said area, thus enabling students to complete their education uninterrupted, without having to move away from their families while fulfilling their secondary education. As regards the claims in Paragraph 65 that the Turkish Cypriot school system does not offer the option to be exempt from mandatory religious and moral instruction, I would like to clarify that there is no mandatory religious practice education in public schools in our country but a single course on the history of all religions and morals.

The Turkish Cypriot side has always followed a constructive approach towards the Greek Cypriots residing in the North and, in line with this understanding, in addition to the existing primary school which has been functioning in Karpaz for over three decades, opened a secondary school in September 2004 for the Greek Cypriot students residing in that area, thus enabling students to complete their education uninterrupted, without having to move away from their families while fulfilling their secondary education. The Greek Cypriot children residing in North Cyprus have their own primary and secondary schools and are educated by Greek Cypriot teachers applying the same curriculum in South Cyprus. (...) The situation pertaining to schools in the TRNC and the South is only one example that unilateral steps, taken by the Turkish Cypriot side in good faith, are not reciprocated by the Greek Cypriot side, which still refrains from fulfilling its commitment to open a Turkish primary school in Limassol to meet the educational needs of the Turkish Cypriot children living in Southern Cyprus.

The Commission thinks fulfilling this principle may challenge to some practice in areas including asylum, immigration, policing, prosecution, as well as elsewhere, but the Commission is confident meeting it will, ultimately, deliver good outcomes; such as when settling rather than deporting a victim prevents re-trafficking, or when getting police get the trust of victims to leading the evidence that enables prosecutors and courts to convict traffickers for trafficking offences. 18 Given the transnational character of much of the exploitation in human trafficking it is essential that those responsible for preventing and tackling human trafficking cooperate.

The Tribunal did not grant Naftogaz’s claim for revision of the transit tariff, because Naftogaz’s 2009 request for revision did not fulfil the procedural requirements. The Tribunal also did not accept Naftogaz’s claims for revision of the transit contract based on European and Ukrainian energy and competition law, noting that the implementation of regulatory reform on Ukrainian territory is a task for the Ukrainian authorities, going beyond the Tribunal’s powers in this case. (...) By refusing to supply this prepaid gas, Gazprom prevents Naftogaz from fulfilling the award regarding the purchase of minimum contract volumes.
