LETTER DATED 2009/07/09 FROM THE PERMANENT REPRESENTATIVE OF IRELAND AND THE PERMANENT REPRESENTATIVE OF THE NETHERLANDS TO THE UNITED NATIONS OFFICE AT GENEVA ADDRESSED TO THE PRESIDENT OF THE HUMAN RIGHTS COUNCIL
The overall aim of both mechanisms had to be kept in mind which was the strengthening of the protection of human rights at the domestic level. An important function of the UPR was the scope it provided to put pressure on States to ratify the Human Rights Treaties. (...) Scheduling should take into account the UPR schedule; treaty body recommendations should become more precise, concrete and implementable, and perhaps be prioritized so as to be picked up appropriately in the process.
