Position of the NHRCK on the Report of the Special Rapporteur .......................... 3–7 3
A. Functional Autonomy (para. 57)..................................................................... 3-4 3
B. (...) On the concern that the NHRCK lacks functional autonomy
(Paragraph 57)
3. Functional autonomy of the NHRCK is ensured by the National Human Rights
Commission Act. (...) Nevertheless, by empowering investigative officers
through professional training programs and actively recruiting investigators,
functional capacity of the NHRCK has recovered the level before the staff reduction
took place.

NOTE : COMMISSION ON HUMAN RIGHTS, INFORMAL 1-DAY MEETING, TUESDAY, 30 SEPTEMBER 2003 / BY THE SECRETARIAT
The 17 July meeting of chairs of the functional commissions of ECOSOC with
the Council in Geneva.
(...) Interaction between the Commission on Human Rights and other functional commissions
continues to grow and deepen. (...) Last Thursday, I addressed the Council during its dialogue session with the Chairpersons of the
functional commissions. At that time, I outlined the ways in which the Commission collaborates
with other functional commissions and with the Council itself.

REVIEW OF COOPERATION WITH THE WORLD CUSTOMS ORGANIZATION AND ITS HARMONIZED SYSTEM COMMITTEE PURSUANT TO DECISION VIII/20
With respect of waste personal computers, electronic equipment and mobile telephones,
concerns about the practical difficulties in differentiating between “new”, “used but still functional” and
“waste” items had been expressed by the WCO Harmonized System Review Sub-Committee. (...) Also, as far as electronic equipment was
concerned, there was difficulty in composing a single definition for “waste” or “used” or “no longer
functional”. One possibility would be to provide text in the Harmonised System General Explanatory
Notes indicating that provisions include articles and parts that are no longer functional but this would
not be straightforward as they would need to be presented as wastes when in reality they would not be
regarded as such by many.
