With respect of waste personal computers, electronic equipment and mobile telephones,
concerns about the practical difficulties in differentiating between “new”, “used but still functional” and
“waste” items had been expressed by the WCO Harmonized System Review Sub-Committee. (...) Also, as far as electronic equipment was
concerned, there was difficulty in composing a single definition for “waste” or “used” or “no longer
functional”. One possibility would be to provide text in the Harmonised System General Explanatory
Notes indicating that provisions include articles and parts that are no longer functional but this would
not be straightforward as they would need to be presented as wastes when in reality they would not be
regarded as such by many.

Online tools made available over the past five years include: metabolic mapping
software, for both whole metabolic networks and specific pathways;155 platforms for
comparative and functional genomics;156 as well as the management and quality analysis of
gene sequences.157 Substantial investment has been made in developing new platforms
designed to handle the volume of data produced by contemporary sequencing studies.158
28. (...) Some of this software makes it
easier to visualise complex biological information, including: genome sequence data:
sequence assembly data; plasmid maps; gene expression; comparative and functional
genomic data; transcription; secondary structure of RNA;159 and biochemical networks. 160
29. (...) Advanced modelling software has been used to take partially-characterised
biological systems (such as those from yeast functional genomics or drug screening) and
through the use of artificial intelligence develop theories as to what the missing components
of the system might be (both in terms of intermediaries and processes).
