It is New Zealand’s view that the Nairobi work programme on impacts, vulnerability and adaptation to climate change is only now gaining momentum, and it is too early in the programme to decide whether a group of experts is needed, and even more difficult to know what role such a group might have given that experts are already extensively involved in the work programme.

Moreover, while lawyers reported that they had no problem gaining access to clients held in ordinary police stations or detention centres, they said they needed authorization, which could take months to obtain, to visit clients held at the Terrorism Investigation Division in Colombo and in certain detention centres, such as the one in Boosa, where people accused of terrorism-related crimes were often detained.

The final recommendation of the first report of the Special Representative urged the Government “to take further steps to gain the trust of the civil society, particularly human rights defenders, and to discourage tendencies amongst public officials to see human rights defenders as adversaries to be challenged”.10 Findings of ongoing stigmatization and criminalization of defenders from some sectors of the political establishment and the media are disappointing and worrying.
