It is New Zealand’s view that the Nairobi work programme on impacts, vulnerability and adaptation to
climate change is only now gaining momentum, and it is too early in the programme to decide whether a
group of experts is needed, and even more difficult to know what role such a group might have given that
experts are already extensively involved in the work programme.

Moreover, while lawyers reported that they had no problem gaining access to clients
held in ordinary police stations or detention centres, they said they needed authorization,
which could take months to obtain, to visit clients held at the Terrorism Investigation
Division in Colombo and in certain detention centres, such as the one in Boosa, where
people accused of terrorism-related crimes were often detained.

to information and their opportunities to do so, in participating in public discussions and in
providing their free, prior and informed consent when the concessions for natural resource

sense of security and protection gained from being a member of an organization.

to information provided to the Special Representative, it remains extremely difficult for
defenders to gain access to information that should be freely available.
