Heightened risk factors, combined with major problems in gaining access to prevention and screening services and an extremely low level of awareness, make persons with disabilities particularly vulnerable to contracting HIV/AIDS.60 One study found that 57 per cent of disabled persons interviewed in Maputo and Sofala were at risk of contracting HIV/AIDS, while 84 per cent did not know what it was.61 Such is the discrimination faced by disabled people in Mozambique that many are re- luctant to take HIV tests for fear that testing positive would expose them to a secon- dary stigma, thus creating additional barriers to their already limited access to essen- tial services.62 VI. During the visit, the Special Rapporteur witnessed the obstacles that women face in gaining access to adequate antenatal, delivery and postnatal care, as well as the inadequacies of some of the local health-care centres.

For example, a 2018 study showed that while more than 20 per cent of lesbian, gay, bisexual, trans and gender diverse persons who were victims of abuse by family members were in need of shelter, only 2.4 per cent applied for shelter.22 A recent case also shed light on legal barriers faced by trans women in gaining access to such protection mechanisms, when the court refused a request for a restraining order on the basis that, in her identity documents, the applicant was listed as a man.23 Domestic violence is closely connected with social vulnerability and homelessness and the State has yet to recognize this correlation. 37. Those responsible for hate speech are rarely reprimanded publicly by the authorities, which thus condone and tacitly encourage such acts as a valid way to gain public approval, which the Independent Expert deeply regrets.

She expresses her heartfelt thanks to victims of violence who agreed to relate their personal experiences, which were crucial to gaining a deeper understanding of the situation of violence against women in Canada. According to a survey conducted by the Canadian Women’s Foundation, indigenous women and girls are overrepresented as victims of human trafficking in Canada (50 per cent of trafficked girls and 51 per cent of trafficked women).25 LGBTQ2 people also are as risk of being trafficked, and they face many vulnerabilities, including precarious housing and employment, a lack of support and isolation from their families and communities, as well as a lack of access to health and safety services.26 Stigma and a lack of equal access to culturally appropriate programmes and services create shame, which hinders indigenous women and LGBTQ2 people from gaining access to the legal system, healing resources and permanent, affordable housing. 56.
