Each of the four countries selected today presented detailed proposals to GAIN. South Africa -- GAIN approved South Africa’s proposal for a 3-year $2.8 million grant for delivering fortified foods to 45 million South African consumers in the next 6-18 months -- more than 30 million of whom are at risk of micronutrient deficiency. GAIN approved a proposal aimed at production of soy sauce fortified with iron, which would reach 360 million people by the end of the five-year program.

Introduction In the current H.26L design, one code word is used for signaling skipped macroblocks as well as coding modes. However, a marked gain in compression efficiency can be obtained with a separate run-length coding of skipped macroblocks. The main saving is at low bit rates, but there is also a gain at higher qualities due to a shift to shorter code words. 2. (...) The Gains on offer Tariffs · Since the creation of the GATT in 1947 a steady reduction in tariffs has been matched by a striking increase in trade ( see Slide 1 ). · Under almost all formulas under consideration over half the gains go to developing countries · with significantly higher absolute gains to DCs if they engage in liberalisation themselves ( see Slide 2 ). · The gains are not only large, they are plausible. Unlike OECD Model Convention, paragraph 5 of Article 13 grants certain taxing rights to the country of source for taxation of capital gains from shares. While Article 13 (4) addresses abusive transactions with a purpose of avoiding tax in respect of paragraph 1 of Article 13, it does not prevent similar abusive transactions in respect of taxation of capital gains under paragraph 5. (...) Extend the scope of anti-abuse rule in paragraph 4 of Article 13 to cover capital gains in paragraph 5. 6. The basic principle of preventing treaty benefit in inappropriate circumstances as applicable to capital gains covered in paragraph 1 of Article 13 may also be extended to gains covered under paragraph 5 of the Article 13 of the UN Convention, so as to ensure a fair and principled stand in respect of safeguarding the interests of developing countries following UN Model Convention. (...) Such an amendment would extend the safeguards provided by paragraph 4 (which are currently restricted to gains covered in paragraph 1 only following the OECD Convention and completely overlook the possibility of treaty abuse in respect of gains covered in paragraph 5) against treaty shopping and treaty abuse to gains covered under paragraph 5, harmonize the principle stand of preventing treaty benefit in inappropriate circumstances and take care of treaty shopping and treaty abuse concerns that are faced by the developing countries in respect of capital gains taxable in the country of source under paragraph 5 of Article 13. 8.
