The present report gives a fresh look at the realities of the Bolivarian Republic of Venezuela and Ecuador, two countries that have adopted differing socioeconomic models when tackling internal issues of poverty, health care, housing and education. In both countries, the Independent Expert learned of problems associated with corruption, financial constraints, para-institutional failures, and lingering difficulties in ensuring free, prior and informed consent in the extractive field, particularly concerning indigenous communities. Instead, measures of inclusion are necessary, as is reliance on the expertise of international organizations such as the United Nations Development Programme (UNDP),54 the United Nations Children’s Fund (UNICEF), 55 FAO, 56 WHO,57 the Joint United Nations Programme on HIV/AIDS (UNAIDS),58 the Office of the United Nations High Commissioner for Refugees (UNHCR), 59 UNODC, 60 ILO, 61 the United Nations Educational, Scientific and Cultural Organization (UNESCO) 62 and the Pan American Health Organization,63 among others, to provide effective advisory services and technical assistance. 30. In addition, according to the World Health Organization, individuals living with HIV who are asymptomatic need to increase their energy intake by 10 per cent and symptomatic individuals need to increase their intake by 20 to 30 per cent.11 Moreover, malnourished individuals starting antiretroviral therapy are significantly more likely to die in a given period than well-nourished individuals.12 Therefore, HIV/AIDS contributes to food insecurity, and food insecurity in turn makes AIDS/HIV more deadly. 8. (...) Priority areas were identified to give effect to the above strategic objectives: (a) more inclusive economic growth, decent work and sustainable livelihoods; (b) economic and social infrastructure; (c) rural development, food security and land reform; (d) access to quality education; (e) improved health care; (f) the fight against crime and corruption; (g) cohesive and sustainable communities; (h) the creation of a better Africa and a better world; (i) sustainable resource management and use; and (j) a developmental State, including improvement of public services (para. 11). (...) It is aimed at: (a) immediately reducing poverty among groups that are not expected to fully participate in the labour market and thus are vulnerable to low income (older persons, children, and persons with disabilities); and (b) increasing investment in health, education and nutrition. 42. The Department of Social Development runs the National Food Relief Programme, which covers the provision of food parcels to the most vulnerable people to alleviate poverty.

This was done with due attention to the recommendations received from public discus- sions involving lead national and international experts on the advantages of implementing the national preventive mechanism in the “Ombudsman+” format in Ukraine, which provides for monitoring visits to places of freedom deprivations by employees of the Human Rights Com- missioner Secretariat jointly with civilian activists. This group includes representatives of the Ukrainian Ombudsman, Administration of the President of Ukraine, Ministry of Justice of Ukraine, State Court Admin- istration of Ukraine, Ministry of Internal Affairs of Ukraine, Security Service of Ukraine, Min- istry of Social Policy of Ukraine, Ministry of Health of Ukraine, Ministry of Education and Science of Ukraine, State Penitentiary Service of Ukraine, State Border Guard Service of Ukraine, State Migration Service of Ukraine, Ministry of Defense of Ukraine, and the Prosecu- tor General’s Office of Ukraine. 23. Based on the results of the Ombudsman’s visits, several recommendations were sent to the Ministry of Health of Ukraine, and inquiries to the respective government agencies were made regarding systemic problems with observance of the patients’ rights in order to improve the law and restore the patients’ rights. 68.

The National Institute for Statistics (INE) also uses a so-called basic vital basket (canasta básica vital), which in addition to food includes education, health, clothing, housing, transport and leisure; 87 per cent of the economic active population has a salary lower than this basket, which amounts to US$ 421.54. The plan focuses in particular on the production of basic grains; the promotion of access to the basic food basket; awareness-raising on nutrition and consumption patterns, including the promotion of breastfeeding; increased coverage and quality of health, water and sanitation services; and strengthened capacity of SINASAN and civil society. (...) It should be recalled that one of the main advantages of a national strategy is to improve coordination across different branches of government and programmes.
