Management of the system is shared by the three levels of government: the Ministry of Health at the federal level, the state health secretariats and the municipal health secretariats. (...) Nearly all the persons she consulted had purchased such devices at their own expense. The Independent Expert commends the Ministry of Health, which put forward the idea that, when persons with albinism collect their sunscreen, they could be given a voucher to cover the cost of a consultation with an ophthalmologist. (...) In particular, the provision of a range of health-care products, the definition of the epidemiological profile, the training of health-care personnel, the provision of access to dermatological and ophthalmological specialized care, the inclusion of sunscreen as an essential medicine and the provision of assistive devices would address many of the challenges currently faced by persons with albinism in Brazil.

(...) Public participation in the management and monitoring of the Unified Health System is ensured by two bodies at the federal, state and municipal levels: health councils and health conferences. (...) Both foresee parity of participation between the beneficiaries of the Unified Health System and health providers. 15. Under this legal framework, which guarantees de jure universal, equitable and decentralized access to health care, the health care of persons affected by Hansen’s disease is to be provided by multidisciplinary health teams in public services at all levels of the Unified Health System, with particular focus on primary health care. 16.

They are rendered more vulnerable due to pre-existing inequalities in accessing and control of resources, access to basic health, and other social services, and due to their frequent exclusion from community and local decision-making processes.3 Urban poor women face many constraints in finding stable economic opportunities, acquiring decent living conditions, exercising their political rights, accessing social and labor protections and enjoying the same levels of inclusion as the rest to the urban population. (...) Most women OFWs have lost their jobs as they work in occupations or sectors most affected by the pandemic, such as health care and domestic work.7 Healthcare workers continue to press the government for their long overdue COVID-19 benefits. The Commission urged the government to address issues on vaccine supply and hesitancy, as well as improving the overall health system of the country to cover testing, tracing, and treatment of COVID-19 cases, in responding to the pandemic.

The Special Rapporteur heard allegations that health professionals discouraged pregnant women with disabilities from having children and that, in general, they had limited access to sexual and reproductive health and rights owing to stigma and discrimination. (...) The benefit does not, however, take into consideration the extra costs of living with a disability due to, inter alia, additional health expenses and the lack of accessibility and support services. (...) Since the entry into force of the law on compulsory medical insurance in January 2017, Kazakhstan has moved from a State-financed national health system to a contribution-based system.
