Critical levels of over 15 times the daily recommended dose are also recorded in the South- East region of the country in summer.27 The Independent Expert met persons with albinism, including babies as young as 8 months old, who had been burned indoors as a result of exposure to harsh ultraviolet rays in inadequate housing conditions and a lack of protection devices such as sunscreen. 61. There are several effective and easy ways to prevent skin cancer, including the lifetime use of sun protection lotions and sun protective clothing and ensuring that individuals have adequate and relevant health information. (...) Nearly all the persons she consulted had purchased such devices at their own expense. The Independent Expert commends the Ministry of Health, which put forward the idea that, when persons with albinism collect their sunscreen, they could be given a voucher to cover the cost of a consultation with an ophthalmologist. (...) In particular, the provision of a range of health-care products, the definition of the epidemiological profile, the training of health-care personnel, the provision of access to dermatological and ophthalmological specialized care, the inclusion of sunscreen as an essential medicine and the provision of assistive devices would address many of the challenges currently faced by persons with albinism in Brazil.

They also have limited impact on health and the environment relative to mercury. The EU is the only jurisdiction to implement a limit on mercury content in melt pressure transducers (0,1 %). (...) The Doppler technique measures the velocity of red blood cells to determine blood flow. Ultrasonic devices are used for larger applications, and laser devices are used for measuring smaller volumes. (...) In the Minamata Convention, there is no reference to tensiometers among measuring devices listed in Annex A. Alternatives exist for mercury containing tensiometers for all applications, and there are no significant health risks or technical feasibility restrictions associated with them.

They are rendered more vulnerable due to pre-existing inequalities in accessing and control of resources, access to basic health, and other social services, and due to their frequent exclusion from community and local decision-making processes.3 Urban poor women face many constraints in finding stable economic opportunities, acquiring decent living conditions, exercising their political rights, accessing social and labor protections and enjoying the same levels of inclusion as the rest to the urban population. Most women OFWs have lost their jobs as they work in occupations or sectors most affected by the pandemic, such as health care and domestic work.7 Healthcare workers continue to press the government for their long overdue COVID-19 benefits. The Commission urged the government to address issues on vaccine supply and hesitancy, as well as improving the overall health system of the country to cover testing, tracing, and treatment of COVID-19 cases, in responding to the pandemic.
