VISIT TO ECUADOR : REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHT OF EVERYONE TO THE ENJOYMENT OF THE HIGHEST ATTAINABLE STANDARD OF PHYSICAL AND MENTAL HEALTH
It has ratified the core international human
rights treaties that determine the country’s important commitments in different areas,
including the right to health, sexual and reproductive rights, and the rights of children and
adolescents, among others. Ecuador issued a standing invitation to the special procedures
mandate holders in 2003 and in the last two years has received five country visits.
13. (...) In particular, article 32 provides that: “Health is a
right guaranteed by the State and whose fulfilment is linked to the exercise of other rights,
among which the right to water, food, education, sports, work, social security, healthy
environments and others that support the good way of living.”

one cannot shelter from the elements in a decent and healthy home, life, health and security
are at risk. (...) The Special Rapporteur therefore welcomes the Government’s recent adoption of
healthy homes standards, which require landlords to adhere to specific and minimum
standards for heating, insulation, ventilation, moisture and drainage, and draught-stopping in
rental properties.31 By 1 July 2021, these standards must be complied with by all property
owners newly renting out a home or renewing a tenancy. (...) The Special Rapporteur’s principle concern is the limited capacity for public
inspections to ensure that the healthy homes standards are adhered to. The different deadlines
for compliance could send the signal that the human right to a healthy home is less urgent for
those living in public housing, as compared to those renting privately.

VISIT TO SLOVENIA :REPORT OF THE SPECIAL RAPPORTEUR ON MINORITY ISSUES
The Special Rapporteur on minority issues conducted an official visit to Slovenia
from 5 to 13 April 2018, pursuant to the standing invitation of the Government. He visited a
wide spectrum of stakeholders at the governmental level, non-governmental organizations,
institutions working on issues relating to minorities and minority communities themselves,
and their representatives within and outside the capital. (...) Slovenia has also
extended a standing invitation to the special procedures of the Human Rights Council. (...) Slovenia has frequently and rightfully been known for its long-standing examples of
good practices, especially with regard to the rights enjoyed by the Hungarian and Italian
minorities.
