In tobacco cultivation, it is common practice to have an end-of-season payment
system, by which the landowner makes one lump sum payment at the end of the harvest
season to the head of the family, usually the eldest male, even if a written contract stating
otherwise has been signed. (...) This is better than the end-
of-season payment structure, which can trap workers in abusive employment situations.
57. (...) They are also given a piece of land to cultivate during the low season
and share the crop with the farmer. Many of the workers stay for 12-15 years.

The Scheme was launched for
the 2013–2014 farming season, targeting 1.6 million households at a total cost of 161
million United States dollars.10 The input packages were mainly distributed through the
Grain Marketing Board depots throughout the country. However, this became a major
challenge for the Scheme, as the depots of the Board are not available to all farming
communities, and very often the Board failed to deliver inputs on time for the planting
season, as a result of logistical hurdles.

4.3 Conclusion
Therefore it can be concluded that the situation described in the occupied regions of
Georgia and examples provided for the reporting period55 constitute violations of the
right to freedom of movement, namely of Article 12 of the International Covenant
on Civil and Political Rights (ICCPR); Article 13 of the Universal Declaration of
Human Rights (UDHR); Article 2, Protocol No. 4 of the European Convention on

16. IOM and its partners are continuing to provide assistance with the voluntary
relocation of millions of Haitians displaced by the earthquake of 12 January, as part of an
initiative of the Haitian Government aimed at finding safer shelters during the rainy season.
