1. As the currently agreed dates for the Conference (3–5 November 2021) overlapped with the new dates for the twenty-sixth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (new dates: 1–12 November 2021), the Bureau at its virtual meeting on 4 June 2020 agreed to recommend that the Committee consider rescheduling the Ninth Environment for Europe Ministerial Conference to take place in 2022 (preferably late spring – beginning of summer 2022). (...) The paper also includes an overview of main holidays observed by the United Nations Headquarters in Geneva and Cyprus Public Holidays in 2022.

For planning and technical reasons, staff members should inform their supervisors before 31 January 2022 of the floating holiday they wish to observe. Managers are to respect the floating holiday
chosen by the staff member. If, owing to exigencies of service, a staff member in the General Service
and related categories is required to report for work on the date chosen as the floating holiday, the staff
member will be recorded as having taken the floating holiday and compensated for overtime worked on
an official holiday. Staff in the Professional and higher categories who are required to work on the date
chosen as the floating holiday may choose to observe another day as a floating holiday.

Belarusian Parliament Adopted Laws to Ratify Two ILO Conventions
On November 27, 2019 the House of Representatives of the Belarusian National Assembly adopted the draft laws “On Ratifying the Safety and Health in Mines Convention (No. 176)” and “On Ratifying the Holidays with Pay Convention (Revised), 1970”.

The first draft law was adopted with a view to ratifying the Safety and Health in Mines Convention, 1995 (No. 176) which established minimum security standards regarding mine facilities, accidents prevention, mine rescue as well as adequate ventilation and air supply in mines and roadways. (...) The draft law “On Ratifying the Holidays with Pay Convention (Revised), 1970” envisages to ratify ILO Convention No. 132 adopted by the 54th session of the International Labour Conference in Geneva on June 24, 1970 and effective on June 30, 1973. Convention No. 132 established the minimum length of an annual paid holiday after one year of service; minimum period of service entitling to an annual paid holiday; counting the periods of absence for valid reasons such as disease, accident or maternity leave into the length of service; exclusion of public and customary holidays from the annual holiday; payment of the average wage in respect of the full period of holiday; possibility to divide the annual holiday into parts and the procedure to use them; provision of a cash compensation in lieu of the annual holiday.

structural causes of poverty that increase the vulnerability of children and families to experiencing hunger in

(...) Other Matters • Regionally, under the Southern African Development
Community (SADC) there is an undertaking by members countries to stop harmful tax competition and to have consensus on having a common approach in the application and treatment of tax incentives (e.g minimum tax rates, use of tax holidays).
• SADC has/is developing Guidelines on Tax incentives with input from Member countries aimed at providing guidance on designing of legislation, enhancing transparency and limiting discretion, protection of tax base etc.
