The objective of the evaluation was to assess the Partnership’s overall performance and achievement of its goals and strategic objectives. The 2nd Forum, in New Delhi in November 20102, aimed to develop joint approaches and
strategies to operationalize the UN Secretary General’s Global Strategy for Women’s and
Children’s Health, launched in New York in September 2010. The timing of the Forum was crucial
after the launch of the Global Strategy, and the Forum gave immediate continuity to the issue,
keeping attention and placing PMNCH as an important platform for (R)MNCH, and gave the
Partnership a crucial role. (...) The Forum also provided a platform for developing strategies and networks that promote
accountability for those pledges.

Asia-Pacific Leadership and Policy Dialogue for Women’s and Children’s Health
NOVEMBER | MANILA -Ministers and senior officials from nearly 20 countries in the Asia-Pacific region gathered to discuss mutual strategies and principles in accelerating progress for women's and children's health in the region. Hosted by the WHO's Western Pacific Regional Office (WPRO) and convened by AusAID, the Asian Development Bank, WHO, UNICEF, and PMNCH, the meeting was the first-ever event to bring together more than 150 participants from government, civil society, the UN and the private sector to share knowledge and experiences related to regional strategies for investment, policy implementation, and accountability.

These recommendations are reflected in the draft outcomes from the SAICM PrepCom3 meeting, as follows:
The PrepCom has included " capacity building and technical cooperation " as specific objectives for a SAICM in the draft Overarching Policy Strategy. Specifically the draft text states that a key objective is " To [ensure] [promote] coordination and access to information on capacity building for the sound management of chemicals and to enhance transparency and accountability. " This corresponds directly to the overall goal of INFOCAP.
(...) This document states that " The permanent host for INFOCAP, with the appropriate administrative structure and mandate, should be accommodated in the final arrangements for SAICM implementation, e.g., hosted by the secretariat responsible for supporting SAICM oversight and monitoring ", as recommended by the INFOCAP SG and the FSC.
Moreover, the agreed draft text for the functions to be performed by the SAICM secretariat provides the scope for the secretariat to undertake the responsibilities of the permanent host for INFOCAP. These functions include:
· " To provide guidance to stakeholders in the initiation of project proposals; and,
· To provide information clearing-house services, such as provision of advice to countries on implementation of SAICM, referral of requests for information to relevant sources, and facilitation of access to information and expertise in support of specific national actions. "
We are pleased with this outcome and look forward to the International Conference on Chemicals Management (ICCM), to be held in Dubai, United Arab Emirates, from 4 to 6 February 2006, which will agree on the final text with a view towards adopting the Overarching Policy Strategy and recommending the use of the Global Plan of Action as a guide to meeting commitments to chemicals management.

outpaced by events, and so any proposals and further consultations will need to take into
account these ongoing changes (e.g. in asking the question about PMNCH’s relationship with
EWEC, etc.).
• While it is a given that PMNCH will support the implementation of the updated Global Strategy, the EC also recognized the fact that the updated Global Strategy has not yet been
finalized and therefore the PMNCH Strategic Framework needs to be mindful of remaining
flexible as the time goes by in 2015.
(...) The EC commended the efforts exerted so far and looks forward to a very rich updated Global
Strategy.

RG presented the initial thinking about the Board meeting agenda, proposing that the meeting
focuses on PMNCH new Strategic Framework, reflecting on the broader context of the SDGs,
updating of the Global Strategy and the GFF development process. The meeting should also consider
how the Strategic Framework will be accompanied by a more detailed implementation plan for
PMNCH’s strategy beyond 2015, as well as discuss plans for a Governance Review.
