The Committee further requested that the guidelines (to be developed) on setting language requirements in job openings, build on the newly finalized UN Language Framework.

• The Coordinator informed the focal points that the working group tasked with the development of the strategic policy framework would be set up, drawing members from the network and seeking to represent the diversity of the UN Secretariat.
• The Director of the Division of Conference Management at UNOG, Ms. (...) The framework was meant to standardize the way languages are learned, taught, and assessed throughout the Organization, regardless of official languages.
• Recalling the many benefits of multilingualism, DMSPC/OHR’s representative observed it was also key for upholding diversity and inclusion, and recalled the 2019-21 Global Human Resources Strategy (A/RES/73/372), and the new Values and Behaviours framework and Global learning strategy, which all mainstreamed multilingualism and language learning.
• It was expected that the UN Language Framework would enable greater coherence and transparency in human resources processes, including recruitment, mobility, workforce planning, learning, development and outreach.

Report of the Secretary-General
I. (...) Noteworthy strides have been made to recognize the rights and needs of
victims of terrorism, and such efforts were accelerated following the adoption, by
consensus, of resolution 72/284, the sixth resolution to include a comprehensive
review of the Strategy. The Secretariat has received submissions from 29 Member
States and one regional organization (see annex I to the present report) on their
activities to implement the Strategy, which are available from the Office of Counter-
Terrorism of the United Nations upon request. (...) Through the United Nations Strategy and Plan of Action on Hate Speech of June
2019, measures that strengthen support for all victims, including through advocacy
for remedies, access to justice and psychological counselling, have been promoted.

This is a fully mobile service – it is not offered in the HQ complex, and in accordance with host city and host state guidance, staff should remain at home when ill, except for medical emergencies.
The programme has been developed on the basis of equipment and funds donated by a Member State and has been designed specifically to avoid any drain on the medical resources of our host city and state. Subject to capacity and availability of funding, the programme may be extended, and expanded to support testing for household members of New York staff.
