In fact, some estimates suggest that the amount of hydrocarbons bound in the form of gas hydrates may rival the total energy resources contained in other conventional hydrocarbon sources such as coal, natural gas, and oil.

With respect to pharmaceutical products (as defined below), they will eliminate customs duties and all other duties and charges, as defined within the meaning of Article II.1 (b) of the General Agreement on Tariffs and Trade (1994), on ALL items in the following categories: (i) items classified (or classifiable) in Harmonized System Chapter 30; (ii) items classified (or classifiable) in HS headings 2936, 2937, 2939, and 2941, with the exception of dihydrostreptomycin and salts, esters, and hydrates thereof; (iii) pharmaceutical active ingredients as designated in Annex I and that bear an "international non-proprietary name," (INN) from the World Health Organization; L/7430 Page 2 (iv) salts, esters, and hydrates of pharmaceutical products which are described by the combination of an INN active ingredient contained in Annex I with a prefix or suffix as designated in Annex II to this record, as long as such salt, ester, or hydrate is classified in the same HS 6-digit heading as the INN active ingredient; (V) salts, esters, and hydrates of INN active ingredients that are separately contained in Annex III to this record and that are not classified in the same HS 6-digit heading as the INN active ingredient; (vi) additional products usedfor the production and manufacture offinished pharmaceuticals as designated in Annex IV to this record. In implementing these measures, each government's national customs authorities may require importers to provide one or more of the following types of information to certify that the imported chemical is included in this record: (i) Harmonized System 6-digit heading of the chemical; (ii) Chemical Description; (iii) International Non-proprietary Name (INN); (iv) Chemical Abstracts Service (CAS) Registry Number (RN); (v) Prefix or suffix of the salt/ester/hydrate (if applicable). 3. Representatives of the governments listed above will meet under the auspices of the Council for Trade in Goods of the WTO - normally at least once every three years -- to review the product L/7430 Page 3 coverage with a view to including, by consensus, additional pharmaceutical products for tariff elimination.

How can hydrazine hydrate (CAS [7803-57-8]), an individual specific chemical compound, have different packing groups? (...) The existing entry for hydrazine hydrate in the 11th revised edition of the Modal Regulations is classified as Class 8 (6.1) packing group II. (...) (a) Add the following new listing to the Dangerous Goods List: “33XY HYDRAZINE HYDRATE ...8...6.1...II ...500 ml...T15...TP2/TP13"; (b) Remove the words “HYDRAZINE HYDRATE, or” from the proposed listing for UN 2030 on page 5 of ST/SG/AC.10/C.3/32/Add.2; and (c) Amend the entry in the alphabetical index to read: “HYDRAZINE HYDRATE 8 33XY” _____________

HYDRATED CALCIUM HYPOCHLORITE MIXTURES / TRANSMITTED BY THE EXPERT FROM THE UNITED STATES OF AMERICA
During the last biennium, the Committee amended the entry for “CALCIUM HYPOCHLORITE HYDRATED or CALCIUM HYPOCHLORITE HYDRATED MIXTURE” (UN 2880) to provide a possibility to classify such goods in packing group III, but only when transported in non-friable, tablet form (see Special Provision 316). The expert from the United States of America believes that all technically pure hydrated calcium hypochlorite (i.e., not formulated) meets the criteria for classification in Division 5.1, packing group II. (...) As a consequence of the amendments proposed above, the words “or hydrated” should be deleted from the text of special provision 316 in Chapter 3.3. __________________
