An ideal launch event
The road safety tag projected on the Natural History Museum in London, United Kingdom
In many discussions with partners about preparations for the Decade, the ideal launch event has been described as a high profile, media-oriented event involving the head of state; ministers of transport, health, interior and others; heads of international agencies; representatives of civil society organizations; celebrities; and victims and their families. (...) This plan should complement the country's current road safety strategies, and should be in line with the Global Plan for the Decade of Action for Road Safety.
Ideally, in a keynote speech, the head of state would present the national plan, expressing a renewed commitment to road safety across the Decade and unveiling the steps towards achieving the plan's stated objectives. (...) To mark the occasion, the road safety tag - the new global symbol for road safety and the key visual for the Decade of Action for Road Safety - would be projected on a national monument (visit www.who.int/roadsafety/decade_of_action/toolkit/symbol/en/index.html for ideas about projecting the tag on national monuments and other buildings). As noted, this ideal national launch event would be simply the start of a series of actions to be undertaken during the Decade.

Subsequently, the Constitution of the Republic of Angola contains specific articles that guarantee freedom of expression and information, freedom of press, freedom of association at all levels of assembly and expression, freedom of conscience, religion and worship, freedom of association and more. (...) The institutions with which the information centers favor contact, such as the media and educational institutions are key to ensure that the ideals of the United Nations are disseminated and internalized by the youth and the general population, thus supporting efforts to achieve peace and consolidate democracy in all countries the center will cover.
Making available libraries, electronic information resources, including internet websites, newsletters, as well as other informational products in local languages will be a valuable contribution to the dissemination of the United Nations universal ideals that concern all of us and is a valuable aid in the promotion of citizenship duties in each country.

If it has one purpose, it is to create conditions necessary to the fulfilment of the interest of every individual. The social ideal is the ideal of the enormous majority of the world and it is in the identity of the interest of society and of the individual. Therefore, when we desire to speak today of the rights of man, of modern men, we must not think of the social ideal or of a political ideal of another age. This ideal belongs to the past, and if it remains in some countries, it is the ideal of one class only of a society…”
On the other hand, Dr Malik of Lebanon said:
“...the very phrase "human rights," obviously refers to man, and by "rights" you can only mean that which belongs to the essence of man, namely, that which is not accidental, that which does not come and go with the passage of time and with the rise and fall of fads and styles and systems. (...) They have, however, usually expressed both types of rights relatively rather than absolutely.
