General Debate: Kenya
Statement by H.E. (...) Chairman,
Information from DPI and UN information centres must save the world from the ideologies of negative ethnicity and racism. Not so long ago, we saw negative ethnicity plunge Rwanda, Yugoslavia and Somalia into genocide and disintegration because UN kept quiet and looked the other way for too long. As these ideologies once more rear their ugly heads in certain countries like Kenya, we believe DPI and UN information centres can help save these countries from the deadly ideologies by giving out information and showing films like Hotel Rwanda that will inform uninformed peoples of our countries of the dangers of embracing hate ideologies.

But if the South African colonial state had been founded upon the ideology of social Darwinism, what should be the ideological foundation of the new, democratic, independent state? (...) As an ideology it can be applied as a ‘magic wand’ to deal with every emergent social crisis. (...) But ideologies do not predate history; they emerge as a response to specific issues within a historical epoch, challenging, correcting or displacing a mindset (or old ideology).

Using the varieties of UBI framework
• Comprehensive political economy framework focuses on how the politics of UBI needs to account for existing “policyscape” (Mettler)
• Identify demand and supply determinants impacting on UBI politics )and their interaction effects)
• Identify key role of “UBI policy entrepreneurs” in forming robust UBI coalitions, while appreciating such policy entrepreneurs operate in a constrained political environment
• Use the insights to assess feasibility of moving towards a UBI (what challenges need to be overcome and how) but also how the UBI model itself can be adapted to make for an optimal fit, given existing constraints
• Appreciate significant variation in the demand/supply determinants across countries (regions/regimes)
• This framework is being developed in the EU context but could be extended to low income social protection context — applicable to Latin America?

Re: The future of food security and climate change in Malawi
Dr. (...) Similarly considering that investing for the "greater good" can be associated with a stagnant mono dimension economy raises consistency and ideology questions. In terms of consistency, to what extent could a stagnant and mono dimensional economy be logically associated with progressive policies? Then, on ideology, it goes against the global discourse on governance and growth and all the work done in the recent past to show that good governance is a key driver of growth.
