(...) China will implement the innovation -driven strategy to promote innovations in theory, institution, science and technology and culture to improve the quality and efficiency of development. China will step up the legislative work to improve the socialist market economic system, develop socialist democratic political system, foster advanced socialist culture, innovate on social governance, safeguard citizens’ rights and enhance people’s livelihood, safeguard national security, protect the eco-environment and improve government functions.

The two sides will encourage sustainable agriculture and organic farming through enhanced food safety and food security, environment friendly production techniques and efficient management of natural resources which include the use of renewable energy and water savings system to reduce production cost and increase resilience to climate change. 3.1.5 The two sides will work together to improve food security risk management systems and establish an emergency response mechanism and China will support its operationalization. The two sides will set up a China-AU Agriculture Cooperation Commission, hold China-Africa Agriculture Cooperation Forum regularly, enhance human resources cooperation, improve the “10+10” cooperation mechanism between Chinese and African agricultural research institutes, and train young researchers in agri-science for Africa. 3.1.8 The two sides will establish a China-Africa Research Center for the Development of Green Agriculture, and actively advance cooperation between Chinese and African agribusinesses and social organizations. China supports Chinese enterprises in utilizing their advanced equipment and technology, and their expertise in standards and service to help African countries improve infrastructure and connectivity. 3.3.2 The two sides will, in view of the cross-border and trans-regional infrastructure development plans of Africa, and by taking into consideration the real needs of African countries and economic and social returns of relevant projects, explore and advance cooperation on projects promoting continental, regional and sub -regional connectivity.

Requests the Secretary-General to continue to take all appropriate measures to enhance the safety and security of peacekeeping personnel, including by strengthening, where necessary, peacekeeping missions’ situational awareness through measures to improve their information acquisition and analysis capacities, including surveillance and monitoring capacities, within the limits of their mandate and area of operation; 6. Requests United Nations peacekeeping operations to enhance engagements and communications with the host governments, the local authorities and the population to build trust and mutual understanding and improve safety and security; 9. Calls for measures to enhance operational health support, including to establish well-defined and practical medical standards for peacekeeping operations, accelerate the ongoing efforts to improve the system of medical support and casualty evacuation for injured peacekeepers, ensure adequate medical facilities and qualified personnel are deployed to provide the essential 10-1-2 response at all times, within the mission area and as close to deployment of Troop-and Police-Contributing Countries as possible through the life of the mission; 10. Reaffirms the critical link between safety and security and the performance of civilian and uniformed peacekeeping personnel, and in that regard welcomes the initiatives undertaken by the Secretary-General to standardize a culture of performance in UN peacekeeping, recalls its requests in its resolution 2378 (2017) and resolution 2436 (2018) that the Secretary-General ensure that performance data related to the effectiveness of peacekeeping operations is used to improve mission operations, including decisions such as those regarding deployment, remediation, repatriation and incentives, reaffirms its support for the development of a comprehensive and integrated performance policy framework that identifies clear standards of performance for evaluating all United Nations civilian and uniformed personnel working in and supporting peacekeeping operations that facilitates effective and full implementation of mandates, and includes comprehensive and objective methodologies based on clear and well-defined benchmarks to ensure accountability for underperformance and incentives and recognition for outstanding performance; S/2020/249 6/6 20-04846 12.
