REVIEW OF THE OPERATION OF THE BASEL CONVENTION REGIONAL AND COORDINATING CENTRES: NOTE BY THE SECRETARIAT
Recommendations regarding the financial sustainability of the centres
I – The Technical Cooperation Trust Fund should be developed further to improve and to readjust the
Trust Fund mechanism to bring it into line with the centres’ regional functions.
II – A contingency fund should be created to assist centres having difficulties in meeting their
programme or financial obligations.
III – Individual financial plans for each Basel Convention regional and coordinating centre should be
developed, which will require resources for administrative and financial staff, the improvement of the
fund-raising ability and the auditing of each centre.

This
work has started on the initiative of the Ministry of Ecology and Natural Resources and with
direct support of UNDP office in Azerbaijan. Financial support for preparation was from GEF –
25 thousand US dollars and United Nations Development Programme (UNDP) 10 thousand US
dollars. (...) One of the first steps was improvement of the environmental protection system with
relevant Decree of the President. (...) Today this work is continuing with technical assistance of UNDP office in Azerbaijan
and financial support of Norway.
Currently collecting of information and basic data for real modelling of situation is
finished and the choice of main priorities is being made.

The Commission has no
independent budget and financial capacity. The following social and economic
sectors related to the issues of combating desertification and its consequences
are represented in the Commission: nature conservation, agriculture, urban
development, social security, economics and finances, justice, education and
science, hydrometeorology, geology. (...) The activities are carried out in the following areas:
- improvement of legislative and normative documentation;
- elaboration of strategic issues for combating desertification;
- elaboration of international and scientific technical cooperation issues;
- administrative arrangements for National Action Programme;
- improvement of the role of non-governmental organizations and involvement
of broader public in the preparation and implementation of combating
desertification, particularly women, youth and students.
(...) Pursuant to the Memorandum on Understanding between the RoA Cabinet (in
the person of the Ministry of Nature Protection) and UNEP, UNEP is rendering
consultative and financial support for the NAP preparation. Part of the
administrative matters are being arranged by the UNDP Office in Armenia.
