Introduce sectoral crediting of emission reductions below a previously established no-lose target 4. A non-Annex I Party may propose a no-lose target for emissions from a sector. Such targets shall be approved by {the CMP} {a body constituted by the CMP and operating under its guidance}. The Party may receive upfront financing, technology and credits for verified emission reductions below the target. There shall be no consequences for a Party that does not meet its approved target.
