PROMOTION AND PROTECTION OF ALL HUMAN RIGHTS, CIVIL, POLITICAL, ECONOMIC, SOCIAL AND CULTURAL RIGHTS, INCLUDING THE RIGHT TO DEVELOPMENT :INFORMATION / PRESENTED BY THE NORWEGIAN CENTRE FOR HUMAN RIGHTS ; NOTE BY THE SECRETARIAT
An international target to “halve the proportion of people living without access to basic sanitation by 2015” was set in 2002 at the World Summit on Sustainable Development. The target has certainly heightened awareness on the issue but of all the MDG targets, it remains one of the most off- track.7 In Indonesia’s MDG Report for example, the Government acknowledged that sanitation was a low priority and the World Bank estimates that less than 1 per cent of the investment in sanitation needed to reach the sanitation target in Indonesia over the last years has been made.8 The poor progress on the target, amongst others, has strengthened calls for increasing a rights focus in the strategies for realisation of the MDG targets.9 Some supporters of the MDGs acknowledged early on that the MDGs framework was deficient in this regard.10 Some emphasise, however, that human rights approaches go further than merely adding extra tools to the development toolbox. (...) • Due to the nature of their delivery, when water services fail, they tend to fail in a geographic area, sparking immediate public demand for improvement or replacement services. However, when sanitation services fail, they are more likely to fail by household (full pit or septic tank), so the public demand for improvement is more localised and therefore not as effective

The Council of Australian Governments has set measurable targets to monitor improvements in the health and well-being of the indigenous population. (...) LETTER DATED 7 OCTOBER 2020 FROM THE PERMANENT REPRESENTATIVE OF MALAWI TO THE UNITED NATIONS ADDRESSED TO THE SECRETARY-GENERAL
This means that LDCs are falling short of the SDG target of at least 7 per cent real GDP growth per year. (...) The concentration of population growth in LDCs will make it harder to eradicate poverty, reduce inequality, combat hunger and malnutrition, expand and update education and health systems, improve the provision of basic services and ensure that no one is left behind, unless specific measures are taken that will target these areas through the implementation of the 2030 Agenda; 24. (...) LDCs are still further away from the target of 2 per cent of global exports called for in the Istanbul Programme of Action and target 17.11 of the Sustainable Development Goals.

UNIVERSAL PERIODIC REVIEW : INFORMATION / PRESENTED BY THE EQUALITY AND HUMAN RIGHTS COMMISSION OF GREAT BRITAIN ; NOTE BY THE SECRETARIAT
The Child Poverty Bill provides a number of targets that the Government must achieve and requires that the Government produce a strategy detailing how it intends to meet these targets (as well as ensuring that, as far as possible, children do not experience socio-economic disadvantage). However, we are concerned that the relative income target will have been achieved when up to 10% of children remain in this low income bracket. (...) This is because they may not be picked up by the Survey, used to measure progress against targets, as they are not counted as members of a qualifying household.

LETTER DATED 6 OCTOBER 2021 FROM THE PERMANENT REPRESENTATIVE OF MALAWI TO THE UNITED NATIONS ADDRESSED TO THE SECRETARY-GENERAL
Following the COVID-19 pandemic, we reaffirm our commitment to strengthen our healthcare systems by meeting the African Union Abuja Declaration of 2001 target of allocating at least 15% of our annual budget and urge development partners to scale up support in this sector. (...) As the African LDCs and Haiti have highly concentrated exports with a heavy reliance on few products we will target diversification of our economies as a key part of our development strategies, including through the implementation of the AfCFTA. (...) We will implement our commitments under various regional and international conventions, especially the Agenda 2063 to improve governance, ensure human rights and promote peace and security.
