The law specifically targets the disadvantaged conditions of indigenous peoples, and promotes their collective and individual rights. (...) A second significant initiative regarding the rights of indigenous peoples is the Na- tional Action Plan on the Improvement of the Quality of Life of Indigenous Peoples, 2009- 2013. Developed jointly by the Ministry of Health, Social Affairs and Family, UNICEF and RENAPAC, the plan sets out significant outcomes (effets), as well as specific ways in which these outcomes can be realized, for the target period 2009-2013. 50. The plan also establishes significant targets and goals that would directly improve the lives of indigenous peoples.

The GEF CEO also approved a medium-sized project (MSP) aiming to strengthen institutional and technical capacities of LDCs for iterative development for comprehensive NAPs and to integrate climate change adaptation into their medium- and long-term development planning. The MSP targets 12 priority countries, while allowing all LDCs to benefit from training, tools and information to launch their NAP processes. 5. (...) The 68 mitigation projects are expected to mitigate 510 Megatons (Mt) of Carbon Dioxide Equiva- lent (CO2 eq) directly and indirectly over their lifetime, satisfying the cumulative Greenhouse Gas (GHG) mitiga- tion target of 500 Mt CO2 eq set for GEF-5.3 9. For adaptation, between July 1, 2012 and June 30, 2013, LDCF resources amounting to $271.4 million, were ap- proved for 41 projects and programs, and two additional National Adaptation Programs of Action (NAPAs) were completed. (...) Both ratings met the target set by the GEF Council of at least 75 percent moderately satisfactory or above.

The European Union currently imposes targeted and sectoral sanctions on 36 countries, in addition to the terrorist groups Al-Qaida and Islamic State in Iraq and the Levant (Da’esh).1 The sanctions also target natural and legal persons. Although the Special Rapporteur was not able to obtain statistical data on sanctions targeting natural and legal persons or on the sanctions that had been invalidated by the European Union courts, he was informed during his visit by the European External Action Service that the current list of persons targeted between 900 and 1,000 individuals under all European Union and United Nations sanction regimes observed by the European Union. 1 For a complete list of instruments and targets, see European Commission, Service for Foreign Policy Instruments, “European Union: restrictive measures (sanctions) in force”, updated as of 26 April 2017, available on the website of the European External Action Service at https://eeas.europa.eu/sites/eeas/files/restrictive_measures-2017-04-26-clean.pdf. VISIT TO CABO VERDE : REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHT TO DEVELOPMENT
With United Nations support, a rapid integrated assessment of the country’s third growth and poverty reduction strategy, covering the period 2012 to 2016, was conducted, measuring the strategy against 116 of the targets of the Sustainable Development Goals. The assessment outcome and a more detailed analysis of sectoral and subnational plans were utilized to further identify gaps in and priorities for the implementation of the Goals and to prepare the next national development plan. (...) The Special Rapporteur considers social protection systems to be of particular importance in ensuring the implementation of the right to development, in accordance with article 2 (3) of the Declaration on the Right to Development, under which States have the right and the duty to formulate appropriate national development policies that aim at the constant improvement of the well-being of the entire population and of all individuals. 39. (...) Article 2 (3) reaffirms that States have the right and the duty to formulate appropriate national development policies that aim at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom.
