The women reported that they had fled France rather than comply with these decisions as they were convinced that the children were being sexually abused and sometimes used in the production of pornography by their fathers or other individuals. Information was also received about other cases in which a parent, usually the mother, had chosen to remain in France and comply with civil custodial orders requiring her to hand over her child to its father at the same time as she was pursuing criminal proceedings against him for sexual abuse. 5. (...) The Government also reported that no request had been made by the mother to modify or suppress the father’s visitation rights. (...) Her child was placed in a home for children of her age. The mother then reportedly began a hunger strike. In his letter, the Special Rapporteur appealed to the Government to take all measures to protect the child from sexual abuse and to assure the mother that such measures were being taken. 43.

One Roma person referred to a “lost generation” of those who failed in education partly due to a lack of facility with the Bulgarian language.

Having identified institutions whose operations mean that they are classified as mother and baby homes, the Commission may investigate instances of adoption at fewer than 20 locations only,12 whereas illicit adoption was alleged to have been undertaken in hundreds of formal and informal settings, including in State maternity hospitals, through adoption agencies and between private individuals.13 The potential scale of the issue is demonstrated by the fact that, a few weeks after the Special Rapporteur’s visit, Tusla discovered 126 cases of falsified birth documents from a single religious adoption society, entailing an obligation to notify the affected adults.14 15. The Special Rapporteur is further concerned that the bill does not expressly cover individuals who were adopted through an illegal process, individuals who were adopted by families overseas and Irish persons adopted from abroad, especially considering the history of such cases in Ireland.

The European Convention on Human Rights and the International Covenant on Civil and Political Rights, to which Turkey is party, do not bring any positive obligation regarding education in mother tongue to States Parties and consider the right to education at the individual level and in terms of fundamental rights and freedoms. International obligations regarding education in mother tongue are set forth in two of the Conventions of the Council of Europe, to which Turkey is not a party.

They account for 13.4 per cent of the total population (3,983,845 individuals). Of this number, 17.9 per cent reported being Black (or 662,200 persons), 23 per cent reported being South Asian (or 917,100 persons), 26 per cent reported being of Chinese origin (or 1,029,400). Among those individuals who have reported being North American Indians (608,850), 47.3 per cent (287,584 individuals) live on reserves, while 52.7 per cent (320,863 individuals) live off reserves. 2. With the exception of British Columbia, which has abolished its human rights commission,3 there are also at both the federal and provincial levels a number of opportunities for redress in the case of violation, including courts and statutory bodies created to administer particular legislation (commissions, boards, committees, tribunals and ombudsmen).
