About 5.6 million people listed Bulgarian as their mother tongue; other mother tongue languages listed include Turkish, Romani, Russian and Macedonian.1 4. (...) The Roma in Bulgaria are not homogenous but rather made up of distinctly different groups and sub-groups which differ in religion, mother tongue, cultural and traditional practices and lifestyles.5 13. (...) The 2011 census data revealed that 85 per cent of Roma identified Roma as their mother tongue. One Roma person referred to a “lost generation” of those who failed in education partly due to a lack of facility with the Bulgarian language.

Others have paid the ransom, but were then followed by police and subsequently murdered.20 • Those suspects who are murdered in locations other than the site of initial detention are generally eventually taken in vehicles to a remote area, such a forest or farmland. Many of these individuals are interrogated and tortured for a number of hours. (...) The correspondence consisted of repeated letters from the Attorney-General directing the police to charge certain individuals or to conduct further investigations. In one matter, two police officers opened fire at a group of youths on 31 December 2001. (...) But instead of using his constitutional powers to force individual investigations, and to promote essential institutional reforms, letters simply go back and forth for years, with cases neither investigated sufficiently, nor prosecuted.

As regards historical adoption from institutions, the Commission of Investigation into Mother and Baby Homes is expected to address the issue when it produces its report announced for 2020. (...) Having identified institutions whose operations mean that they are classified as mother and baby homes, the Commission may investigate instances of adoption at fewer than 20 locations only,12 whereas illicit adoption was alleged to have been undertaken in hundreds of formal and informal settings, including in State maternity hospitals, through adoption agencies and between private individuals.13 The potential scale of the issue is demonstrated by the fact that, a few weeks after the Special Rapporteur’s visit, Tusla discovered 126 cases of falsified birth documents from a single religious adoption society, entailing an obligation to notify the affected adults.14 15.

Article 42 of the Constitution envisages that “No language other than Turkish shall be taught to Turkish citizens as their mother tongue at educational or training institutions. (...) The European Convention on Human Rights and the International Covenant on Civil and Political Rights, to which Turkey is party, do not bring any positive obligation regarding education in mother tongue to States Parties and consider the right to education at the individual level and in terms of fundamental rights and freedoms. International obligations regarding education in mother tongue are set forth in two of the Conventions of the Council of Europe, to which Turkey is not a party.

The authors of the report give more weight and credibility to the opinion of individuals than to the Supreme Court of the Dominican Republic. 20. (...) If in this situation, which is obviously legitimate, a foreign mother gives birth on national soil, the child is not Dominican according to the Constitution. (...) On other occasions, the report contains blatant contradictions and prejudices: the authors recognize that individuals have access to the due process of the law; they confirm that the relevant authorities thoroughly examine each individual case before deciding whether or not to grant citizenship; yet they arbitrarily disregard all this evidence and predict the outcome of cases that are still in litigation or are being appealed before the Supreme Court, which they present as “proof” of racism.7 27.

It is indeed of crucial importance in a country like the United Arab Emirates where non-citizens represent the vast majority of the population, that all individuals enjoy the same human rights without discrimination. (...) Moreover, it allows enhanced visibility and accessibility of the law for civil society, thereby enabling individuals to resort to the law in an easier and more effective manner. (...)
