Key achievements relating to the Fund’s operational guidelines include:
(a) Policies and procedures for the initial allocation of Fund’s resources;
(b) Initial guiding framework and procedures for accrediting national, regional and
international implementing entities and intermediaries, including the Fund’s fiduciary
principles and standards and environmental and social safeguards;
(c) Initial proposal approval process, including the criteria for project and programme
funding;
(d) Initial investment and financial risk management frameworks;
(e) Initial results management framework of the Fund; and
(f) Initial no-objection procedure.
5. (...) Decision B.07/04 on the initial results management framework of the Fund, in-
cluding an initial adaptation logic model and the adoption of a core indicator for
adaptation.
(...) The Fund had received 66 initial NDAs or focal point designations as of Novem-
ber 2014.

learned, including with regard to targeted readiness support in order to operationalize the
EDA pilots.
(b) The initial proposal approval process and investment framework: The GCF has
further developed its initial proposal approval process. (...) In this regard, milestones have been reached in the initial approval process,
initial investment framework, initial risk management framework and the initial results
management framework of the GCF; and

[Terms of reference for the Initial Review
of the Adaptation Fund
I. (...) The objective of this initial review is to ensure the effectiveness and adequacy of the
Adaptation Fund and its interim institutional arrangements with a view for the CMP to
adopt an appropriate decision at its sixth session.
(...) Given that the Adaptation Fund has only recently become fully operational,
this initial review shall focus on:
[x. Taking stock of the progress made and lessons learned in the
operationalization of the Fund to date [including modalities [defined in decision 5/CMP.2
paragraph 2 [and further elaborated [informed by] [in] decision 1/CMP.3]], noting that this
work is still ongoing;]
a) The interim institutional arrangements of the GEF acting as interim
secretariat to the Adaptation Fund Board, as well as the interim institutional arrangements
