POPS is managed under a password protected web based platform to allow proactive interaction with any committed private industry companies, such as manufacturers and distributors of products for hand hygiene and injection safety, and holds face-to-face meetings at defined times in a year. (...) In some countries, such as Latvia and the Russian Federation, youth appear to constitute the majority of injecting drug users (Aceijas and others, 2006). In the Russian Federation, young people under 30 years of age account for 80 per cent of HIV cases deriving from injecting drug use (Joint United Nations Programme on HIV/AIDS, 2004). Injecting drug use is a relatively new phenomenon in the countries of Eastern Europe and the CIS, and youth are being exposed to trafficked drugs.

News | 21 November 2012 In Eastern Europe and Central Asia, one of two regions where the number of people newly infected is rising, national epidemics are typically driven by drug use–related transmission and by further transmission to the sexual partners of people who use drugs. Over 15 injecting drug users with HIV live in Belarus and Tajikistan, over 20% in Ukraine, above 50% in Estonia. (...) External donors finance at least 60% of HIV prevention programs among injecting drug users in almost all Eastern European and Central Asian countries. Only 15% of costs of HIV prevention programs among injecting drug users are financed by national governments.

The report shows Viet Nam is a leading country in the provision of sterile needles and syringes to people who inject drugs. The number of methadone clinics increased sharply from four in two provinces in 2009 to 39 in 11 provinces in 2011, providing methadone to more than 6000 people who depend on heroin. Between 2008 and 2010, the proportion of people who inject drugs in Viet Nam who received an HIV test and learned their HIV status increased from 11% to 18%. (...) In many cases, groups including people who inject drugs, men who have sex with men, sex workers, prisoners and migrants remain unable to access HIV prevention and treatment services.
