Notwithstanding the foregoing, the term “rigid” appears in Section I of Packing Instruction 970 but the same does not happen in Packing Instruction 967. 1.5 Beyond that, we noted that the wording used to require conformity with Part 4;1.1.1, 1.1.3.1 and 1.1.10 (except 1.1.10.1) in Section II of Packing Instructions 967 and 970 is not the same. However, unlike packages prepared in accordance with Section II for lithium batteries packed with equipment or contained in equipment, those in Section II of Packing Instruction 965 and Packing Instruction 968 are restricted to carriage on a cargo aircraft and the packages must bear a Cargo Aircraft Only label. 1.3 As a result of the requirement to manage packages prepared in accordance with Section II of Packing Instruction 965 and Packing Instruction 968 to ensure that they are not inadvertently loaded on a passenger aircraft, many operators had filed operator variations indicating that they will not accept these packages and instead will only accept “small” lithium cells and batteries when prepared in accordance with Section IB of Packing Instruction 965 and Packing Instruction 968. 1.4 At the 118th meeting of the IATA Dangerous Goods Board (DGB) in May of this year there was consensus by the Board to delete Section II of Packing Instruction 965 and Packing Instruction 968 from the IATA Dangerous Goods Regulations with effect 1 January 2022.
