1.1 Packing Instruction 974 of the Supplement to the Technical Instructions applies to packages containing lithium cells or batteries, both alone or packed in or with equipment (UN 3480 — Lithium ion batteries and UN 3481 — Lithium ion batteries packed with equipment and UN 3481 — Lithium ion batteries contained in equipment) larger than 35 kg.
1.2 Since these are very large cells and batteries, they may present a significantly greater risk in air transport than those covered by Packing Instruction 965 of the Technical Instructions, and appropriate additional mitigations are warranted.

Considerable progress has been made the the experts from the UK and the US in rationalising and reformatting of the Technical Instructions' packing instructions. The importance of this work cannot be understated since the most critical requirement shippers must adhere to is the selection and proper use of packaging. (...) For example, in aiming to reduce the overall number of packing instructions, it should be recalled that the purpose of the packing instruction format is to group "families" of substances with similar hazard, physical and chemical properties since these require similar packagings.

1. INTRODUCTION
1.1 Part 1;2.3.1 in the Technical Instructions states that “dangerous goods as defined in these Instructions with the exception of those listed below are not permitted in mail” and it leaves it up to the national authorities to ensure that the provisions are complied with in relation to the transport of dangerous goods by air.
1.2 Anything listed in 1;2.3.2, that is, the dangerous goods that may be acceptable in mail for air carriage, is subject to the provisions of the national authorities and to the Instructions, and this is stated as follows: “The following dangerous goods may be acceptable in mail for air carriage subject to the provisions of the appropriate national authorities concerned and these Instructions which relate to such material”.
1.3 Dangerous goods subject to the Technical Instructions can only be transported by operators holding an approval to transport dangerous goods, according to the European Regulations. (...) It is also suggested amending the sentence to say that that these goods must follow the provisions contained in the Instructions instead of saying that they are subject to the Instructions.
