Possible sets of instruments for
examination in 2019

This information document concerns the possible sets of instruments that may be examined at
the 2019 meeting of the SRM TWG.
The decision that is taken will determine the topic for the examination in 2019, by deciding which
sets of instruments or subgroups of instruments will be addressed.
1. (...) Two of these sets of
instruments have been referred to the Special Tripartite Committee of the Maritime Labour
Convention, 2006 (sets of instruments 18 and 20), and would not be considered for review
at the fifth meeting.2 A further five sets of instruments, relating to the outdated instruments,
have already been examined (sets of instruments 4, 11, 13, 16 and 19).3 Another two sets
of instruments will have been fully or partially examined by the end of the fourth meeting
(set of instruments 6 will have been fully examined and set of instruments 12 will have
been partially examined).4
3. Therefore, the instruments to be examined at the fifth meeting of the SRM TWG will be
chosen from 12 possible sets of instruments.

General guidance on officially accepting WTO legal instruments
Members that intend to be bound by a specific WTO agreement or related legal instrument have to express their consent by depositing a valid “instrument of acceptance” with the Director-General directly, or through the Depositary Assistant. (...) How is the instrument of acceptance/accession deposited with the WTO?

On NORMLEX, the instruments that the Cartier Working Party classified as other
instruments or instruments for which the status quo was maintained are classified
as interim instruments. Two instruments are classified as not having been examined
and two instruments were classified as no conclusions reached. (...) Up to date instruments are instruments that are fit for purpose.

This Regulation hereby prescribes the procedure and instruments for securing payment of
customs liabilities (hereinafter: security instrument).

(Types of Security Instruments)
Payment of customs liability pursuant to Article 172 of the Customs Law shall be
guaranteed by the following security instruments:
1. bank guaranty
2. cash deposit.

instruments 4, 11, 13, 16 and 19), the SRM TWG requested the Office to prepare papers to
support its consideration of those sets of instruments, including the presentation of options
for action to be taken in relation to each instrument.
