After numerous of attempts by the Greek authorities to obtain details of
the use being made of the funds provided to the Centre, on 16 September 2005,
the Greek Minister of Interior, Public Administration and Decentralisation
(“Minister of Interior”) made a written request to the Director, DPADM, for an
external audit of the Centre’s accounts; that audit was made a precondition of
discussion of Greece’s financing of UNTC under the next five-year plan (2006-
2010).
8. By letter of 5 December 2005 to the Minister of Interior, the Director,
DPADM, declined to hold an audit and pointed out that, given the uncertainty
about future financing and the fact that only one month remained before the
project came to an end, DPADM had to be prepared for the possibility that the
project be not extended. (...) By letter also dated 5 December 2005, which the Applicant maintains he
received on 9 December 2005, the Director, DPADM, forwarded to the Applicant
a copy of the letter to the Minister of Interior.
10. On 16 December 2005, the Minister of Interior asked the Director,
DPADM for accounts showing how the funds were managed.

In late 2008, an agreement was signed between UNODC and the Ministry
of Interior, UAE, to open a UNODC Sub-Regional Office in Abu Dhabi and to
establish L-5, L-4 and L-3 positions. (...) By letter dated 17 June 2009, the Executive Director of UNODC informed

Programme Coordinator for the GCC countries in Vienna would be abolished and

Resolución relativa al trabajo decente en el sector de la navegación interior
Presentado por el Grupo de la Gente de Mar
El Comité Tripartito Especial establecido por el Consejo de Administración en virtud
del artículo XIII del Convenio sobre el trabajo marítimo, 2006, en su versión enmendada:
Habiendo celebrado su tercera reunión en Ginebra del 23 al 27 de abril de 2018;
Tomando nota de los estrechos vínculos entre el transporte marítimo y la navegación
interior, y de la interrelación entre ambos sectores en la cadena de suministro del transporte;
Tomando nota de que los accidentes mortales en el sector de la navegación interior
empañan la imagen pública de todo el sector del transporte marítimo;
Tomando nota de que el único instrumento de la Organización Internacional del
Trabajo que cubre el sector de la navegación interior es la Recomendación sobre las horas
de trabajo (navegación interior), 1920 (núm. 8),
Lamenta la pérdida regular de vidas causada por accidentes en partes del sector;
Tomando nota de que los trabajadores del sector de la navegación interior se enfrentan
a condiciones de vida y de trabajo únicas que requieren una atención especial;
Tomando nota del contenido del documento de trabajo núm. 297 sobre las condiciones
de vida y de trabajo en la navegación interior en Europa, publicado por la Oficina
Internacional del Trabajo en 2013;
Reconociendo que existe un déficit en partes del sector en relación con las condiciones
de vida y de trabajo decentes, y que la Oficina Internacional del Trabajo debería adoptar
medidas para encarar dicho déficit;
Reconociendo la importancia de las vías navegables interiores como un medio de
transporte sostenible tanto para la carga como para las personas,

Alienta a los órganos consultivos sectoriales 1, que se reunirán en enero de 2019, a
considerar recomendar al Consejo de Administración que convoque una reunión sectorial en
el bienio 2020-2021 para discutir el modo en que podría promoverse el trabajo decente en el
sector de la navegación interior.

coordinadores de la Organización Internacional de Empleadores (OIE) y de la Confederación Sindical

Amending Some Provisions of the
Executive Regulations of Law No. 21 of 2015 Regulating the Entry, Exit and Residence of Expatriates,
Issued by Minister of Interior Decree No. 25 of 2019
The Minister of Interior,
Having perused:
Law No. 21 of 2015 Regulating the Entry, Exit and Residence of Expatriates, as amended;
Emiri Resolution No. 29 of 1996 on the Resolutions of the Council of Ministers Submitted to the Emir for
Ratification and Promulgation;
The Executive Regulations of Law No. 21 of 2015 Regulating the Entry, Exit and Residence of Expatriates,
issued by the Minister of Interior Decree No. 25 of 2019, as amended by the Minister of Interior Decree
No. 92 of 2019;
This draft Decree adopted by the Council of Ministers in its regular meeting no. 31 of 2020 held on 19
August 2020;
Has decreed as follows:
Article 1
Articles 65 and 67 of the Executive Regulations of Law No. 21 of 2015 shall be replaced with the following:
Article 65
“Changing employer for expatriates shall be governed by applicable laws and regulations, subject to the
following:
- The competent department within the Ministry of Administrative Development, Labour and Social
Affairs shall be notified thereof, in accordance with established rules and procedures.
- The change of employer must take place during the validity period of the residence permit, or
within 90 days following expiry thereof, unless the permit has expired for reasons beyond the
control of the expatriate.”
