A certain control over and accountability of such actors has to be achieved, if Decree No. 89, giving the responsibility of implementation to the Ministry of Interior, is to have any effect on the lack of confidence in the implementing machinery. 34. (...) Qala Wahid comprises around 10,000 traditional-style houses and its rehabilitation could therefore to a large extent solve the current housing crisis in Kabul. (...) While these plans do not seem to materialize, the owners of the houses in Qala Wahid are not allowed to proceed with reconstruction.

In the State of Jalisco, the Working Group was able to meet with the President of the High Court, the Secretary-General of the Government, the State’s Minister of Public Security, Crime Prevention and Social Rehabilitation, the Director of Crime Policy and Technical Standards, and officials from the State Ministry of the Interior and the Office of the State Attorney-General. 8. In the State of Guerrero, the Working Group held talks with the Secretary-General of the Government, the State Attorney-General, the Minister of Public Security and officials from the Ministry of the Interior, the Ministry of Public Security, the Office of the Attorney-General and the State judiciary. Lastly, in the State of Oaxaca, the Working Group met with the executive’s Chief Coordinator for Human Rights, the President of the State’s High Court and officials from the Ministry of the Interior, the Ministry of Civil Protection, the Office of the State Attorney and the State Office for Crime Prevention and Social Rehabilitation, as well as with members of the Child Welfare Council. 9.

Apart from distributing lands, the Royal Government has also granted lands and builds houses for impoverished citizens and communities continually for social purpose within framework of legal settlement. (...) After the consultations, the Ministry of Interior has always compiled comments and recommendations made by those Associations and NGOs for further enhancement of the provisions of the draft law. In fact, as of early 2010, the Ministry of Interior and the Ministry of Foreign Affairs and International Cooperation have initiated a draft law on Associations and Non-Governmental Organizations and was put forward for broad public consultations with the participation by embassy representatives, Ministries/institutions and associations, local and international Non-Governmental Organizations.

Since then, specialized units for the elimination of violence against women have been set up in eight provinces. 12 The Ministry of Interior established family response units staffed by policewomen throughout the country, mainly in the provincial capitals. It‬ is‬chaired‬by‬ the‬Ministry‬of‬Women’s‬ Affairs and its members include the Deputy Attorney General and the Deputy Ministers of Interior; Justice; Public Health; Information and Culture; Education; Higher Education; Labour, Social Affairs, Martyrs and the Disabled; and Hajj and Religious Affairs. (...) UNAMA is also providing support to the Ministry of Interior to implement and monitor a policy and action plan for the protection of female staff from harassment and abuse.
