According to the Ministry of the Interior, since the state of emergency was introduced, up to the time of the visit, security forces had conducted more than 500 house raids and had prevented at least 19,000 individuals from travelling to conflict zones in Iraq, Libya, the Syrian Arab Republic or elsewhere. (...) The arrests followed secret administrative orders by the Ministry of the Interior. 42. Presidential Decree No. 78-50 of 26 January 1978 regulating a state of emergency empowers the Ministry of the Interior to place an individual considered to be a security A/HRC/40/52/Add.1 10 GE.18-21632 threat under house arrest or to confine him or her to a specific area and to exercise control over the execution of such orders (art. 5). (...) Presidential Decree No. 78-50 empowers the Ministry of the Interior to order searches both during the day and night (art. 8).

The Ministry of Interior On 8 June 2009 and 16 June 2009, under Item 4 and Item 7, respectively, of the Eleventh General Session of the Human Rights Council, the Syrian delegation alleged Israeli authorities had issued a decision to hold an infant of Syrian origin under house arrest in the Golan Heights because the parents of the infant refused to accept Israeli citizenship for him. (...) Therefore, the registration of the child can be completed when a legally verified document will be presented to the Ministry of Interior, or following a court order. 7. On July 15, 2009, the Nazareth Administrative Affairs Court ordered the Ministry of the Interior to register Shoukair Fahed as the son of Leway and Waed Shaoukir. Subsequently, on July 20, 2009, the Ministry of the Interior granted Fahed an A5 status for 2 years, providing him with a full array of social services. 8.

El PNUD, Freedom House y la Embajada de los Estados Unidos de América en Tashkent ayudaron a organizar un viaje de estudios a Eslovenia (23 de octubre a 2 de noviembre de 2004) para representantes del Gobierno de Uzbekistán (del Ministerio del Interior, el Servicio de Seguridad Nacional y la Fiscalía) y cuatro defensores de los derechos humanos a fin de que examinaran cómo el país había negociado la transición al incorporar el respeto de normas internacionales de derechos humanos a la labor de sus órganos encargados de hacer cumplir la ley y establecieran contactos que les permitieran estudiar la viabilidad de constituir un comité permanente con facultades de investigar las violaciones de los derechos humanos y las muertes CAT/C/UZB/3 página 19 ocurridas en los lugares de detención y encarcelamiento.
