The CNDH is pleased that a few international donors have already expressed their
willingness to participate financially in the efforts necessary to integrate refugees after the
issuance of residence permits. It invites the government, the office of the UNHCR in
Morocco and Moroccan civil society to begin discussions for the development and
implementation of this policy of integration. (...) Concerning the fight against the trafficking of persons
The CNDH invites the government to introduce in Chapter 7 of Title I of Book III of the
Criminal Code provisions against the recruitment, transportation, transfer, harboring or
reception of persons, by the use or threat of the use of force or other forms of coercion,
abduction, fraud, deception, abuse of power or of a position of vulnerability, or by the offer
or acceptance of payments or benefits to achieve the consent of a person having authority
over another for purposes of exploitation.
(...) Similarly, and given the importance of new guarantees offered by Article 8 of the
Constitution with regard to trade union freedoms, the CNDH recommends the
ratification of the ILO Convention 87 on the Freedom of Association and Protection
of the Right to Organize.
Finally, the CNDH invites the government to negotiate systematically, in the framework of
bilateral or multilateral economic agreements, and on the basis of reciprocity, the opening
of the labor market while protecting the social rights of workers through adequate social
clauses.
