Nowadays, the best approach for QoS and QoE is considering as a major topic in different global telecom forums that demands the need of proper guidelines and regulations. For that regulators must need to involve ensuring the quality of services as well as quality of experiences by adopting regulation through monitoring.
(...) In the underdeveloped countries of the world, every penny people use for communication is managed after ensuring their livelihood. If proper QoS and QoE are not ensured, it will create a sense of antipathy and mistrust to telecommunication services and will not encourage people to extract the best benefit out of the communication system, which in turn will suspend the march towards the digital revolution.

Important process steps in Emerald
-To get real life experiences, three pilot areas were
selected
-On forehand proper criteria for the baseline survey were
defined
-Interviewing stakeholders as part of the selection process
was very important (with focus on attitude and opinion
towards land consolidation)
-To invest in proper information activities (leaflets, active
communication)
-Study and learn from experiences in other EU countries
(training, international study visit)
Activities in pilot areas
• Baseline survey: crops, soil, population, market, size of plots, ownership, irrigation etc.
• Interviews, questions on the field
• During the Emerald project, on several occasions the project team met with farmers/stakeholders and organised meetings
• Digital data:
• - Contract for delivering data and orthophoto’s
• - Checking and updating of cadastral information and maps
• Analyses of baseline survey data and feasibility survey

• A follow up (second phase project) is forseen towards strategy development, legal arrangements and instrument development (STIMERALD, 2010- 2012)

Experts call for proper oversight of private military and security firms working for the UN

The United Nations Working Group on the Use of Mercenaries, an independent team of experts mandated by the United Nations Human Rights Council, held an interactive panel discussion in New York to discuss the growing practice of contracting private military and security companies (PMSCs) by the United Nations.
“The UN should serve as a model for Member States and other organizations that contract these companies and should ensure proper standards and oversight when outsourcing security functions to the private sector,” said Anton Katz, the Working Group’s Chair-Rapporteur.
