The interviews of State representatives served to elicit further qualitative information on how implementation occurs in practice, with the goal of gaining particular insight from those striving to steer the process inside a state bureaucracy. Implementation of the Guiding Principles ideally would require practitioners and policy-makers in the areas of—for example—production, economic development, infrastructure, trade and finance, to understand and incorporate human rights into their practices, policies, and into the regulatory frameworks that shape and determine how business operate. Likewise, human rights practitioners and those familiar with the protection of victims and litigation ideally would also know and understand business operations and their regulatory environment, whether public or private, State or market-based. 27.

Whether it is Da’esh in Iraq or other locations in the world, we see that when people are made fun of an account of how they dress, how they worship, how they believe, how they pray, in which direction they worship, that so often escalates from mockery to ostracization, to hatred, and then elevates into discrimination and persecution. (...) I think the same reasoning compels that we engage with religious leaders, to hear what they have to say and how they can contribute to our work. They know the ground, they know their community, they are listened to, particularly in parts of the world such as Iraq.

This theory is clearly represented in some of the implementing mechanisms of the right to the truth, such as truth and reconciliation commissions, which by virtue of their mandate often formulate their inquiries into the ‘‘truth’’ of past events with an eye to how the truth- seeking process will contribute to reconciliation. International law entitles the families of disappeared persons to know the totality of circumstances surrounding the fate of their relatives and imposes an obligation of investigation — the right to truth — on states. (...) The origins of the right to truth may be traced to the right under international humanitarian law of families to know the fate of their relatives, recognized by Articles 32 and 33 of the 1977 Additional Protocol I to the Geneva Conventions of 1949, as well as obligations incumbent on parties to armed conflicts to search for persons who have A/HRC/13/NI/10 3 GE.10-11352 been reported missing.

Country representatives shared with the distinguished representatives their experiences of how sand and dust storms had affected their countries and what existing and planned policies and measures they had in place for addressing that issue. (d) Provide the socioeconomic incentives needed to encourage local people to implement the necessary measures on their land; (e) Ensure that actions to tackle the drivers of sand and dust storms are consistent with the actions recommended under the three Rio Conventions (the United Nations Framework Convention on Climate Change, the United Nations Convention to Combat Desertification and the United Nations Convention on Biological Diversity); (f) Consider existing initiatives under the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa regional action plan to establish green walls on desert margins and other initiatives, such as regional air pollution agreements and policies that have the potential to address sand and dust storms; (g) Encourage the developing countries affected to develop action plans on sand and dust storms at the national and regional levels and seek support from the United Nations and other regional and international organizations for that purpose; (h) Develop integrated strategies to promote the sustainable use of natural resources; (i) Enhance the access of States, in particular developing countries, to finance, the transfer of environmentally sound technologies, science and inclusive innovation and know-how-sharing, especially through bilateral and multilateral collaborative arrangements. (...) (b) Invite the United Nations system to consider initiating an inter-agency process on sand and dust storms globally; (c) Stress the need for further cooperation and capacity-building through sharing know-how, experiences, technical expertise, the boosting of technical cooperation, best practices and lessons learned.
