torture and other cruel, inhuman or degrading treatment or punishment and other grave
violations of international human rights and humanitarian law, and to take effective action to
combat and eliminate any violation of this kind in all forms and manifestations;

terrorism to undertake all necessary and possible measures, in conformity with human rights
law and international humanitarian law, to prevent the loss of life of civilian persons, in

Rahimov Orkhan Valeh born 1993, who also was Qaraghaci village settler, from loss of
both legs and various shrapnel wounds. (...) At 19:20 one of the missiles launched in direction of Shikharkh village made an
impact on the vehicle, model “Niva-2121” driven by the settler Aliyev Sadig Natig, born
1987. (...) On 2nd of April the inhabitant of the Garaguchag village of Goranboy region
Ibrahimov Abdulazim Mursal, born 1938 and Allahverdiyev Abbas Shiraslan, born 1974,
inhabitant of Tapgaragoyunlu village were badly wounded as the result of missiles
launched by the Armenian side.

Statement by Commissioner for Human Rights (Ombudsman) of the
Azerbaijan Republic to protest against the killing and wounding of our
servicemen as a result of another military provocation launched by
Armenia against Azerbaijan
We are deeply sorry that on November 16, 2021, as a result of a large-scale military
provocation launched by the Armenian side on the state border of Azerbaijan, 7 servicemen
of the Azerbaijani Army were killed and 10 were injured.
(...) Enjoying a prevailing environment of impunity, the Armenian military-political leadership,
which still does not want to give up its aggressive policy launched recent provocative actions,
which are aimed at aggravating the situation on the state border of Azerbaijan, have led to
new conflict hotbeds in the region and the violation of human rights and freedoms.

The French nuclear
deterrent is now based on two systems: submarine-
launched ballistic missiles and air-launched cruise
missiles. (...) The much larger
Taepo Dong-2, which could be configured either as a
satellite launch vehicle or as a ballistic missile, was launched
in July 2006 but suffered an early in-flight failure. (...) There are a number of ways in which this might
be achieved: by making the system invulnerable to attack; by
having a sufficiently large capability that even a full scale
attack would not prevent the launch of an effective counter
strike; by making the system difficult to target, most obviously
by making it undetectable; and by holding the system
continuously at a sufficiently high level of readiness that it could
be launched before any pre-emptive strike takes effect.

The five United Nations treaties on outer space are:
(a) Treaty on Principles Governing the Activities of States in the Exploration
and Use of Outer Space, including the Moon and Other Celestial Bodies (the “Outer
Space Treaty”, General Assembly resolution 2222 (XXI), annex): opened for signature
on 27 January 1967; entered into force on 10 October 1967; 98 ratifications and 27
signatures as at 1 January 2004;
(b) Agreement on the Rescue of Astronauts, the Return of Astronauts and the
Return of Objects Launched into Outer Space (the “Rescue Agreement”, General
Assembly resolution 2345 (XXII), annex): opened for signature on 22 April 1968;
entered into force on 3 December 1968; 88 ratifications, 25 signatures and 1 acceptance
of rights and obligations as at 1 January 2004;
(c) Convention on International Liability for Damage Caused by Space Objects
(the “Liability Convention”, General Assembly resolution 2777 (XXVI), annex): opened
for signature on 29 March 1972; entered into force on 1 September 1972; 82

2004;
(e) Agreement Governing the Activities of States on the Moon and Other

opened for signature on 18 December 1979; entered into force on 11 July 1984; 10
ratifications and 5 signatures as at 1 January 2004.
(...) A State party in whose registry an object launched into outer space is recorded
shall retain jurisdiction and control over such object, and over any personnel thereof,
while in outer space or on a celestial body.
13. Each State that launches or procures the launching of an object into outer space,
and each State from whose territory or facility an object is launched, is internationally
liable for damage to a foreign State or to its natural or juridical persons by such object
or its component parts on the Earth, in airspace, or in outer space.

individuals accused of different crimes against the peaceful population; 24 individuals in
Baku and about 100 individuals in Shamakhy had been arrested for perpetrated crimes.

deliberately targeted through rocket and missile strikes the peaceful population of Ganja,
Barda, Tartar and other cities of Azerbaijan during military operations launched in response
to the next military provocation against Azerbaijan on September 27, 2020.

On 27 September 2020, the Armed Forces of Armenia, in gross violation of the ceasefire
regime, launched another aggression against Azerbaijan shelling the positions of the
Republic of Azerbaijan along the line of contact from large-caliber weapons, mortars and
artillery.
