We hope that Scotland will address these issues through Scotland’s first National Action Plan for Human Rights which was launched on 10 December 2013. We look forward to assessing how much progress has been made at the UK’s UPR mid-term report later this year.

As part of the first batch of projects, nine space-centered projects, which meet special needs, have been launched with a budget of DH 2,900,000.00. They will be achieved by associations and financed by the EU. (...) These projects will be submitted to the National Steering Committee to be ratified and will be launched by February 2010. The budget of the second batch of projects amounts to about DH 20,500,000.00. (...) The CCDH is now reflecting on the broadening of its jurisdiction as regards the prevention of human rights violations, by reviewing and assessing its experience, and making the proposals likely to enhance its role in this field. 4.11 Other Structuring Projects Supporting IER Recommendations 4.11.1 Drawing up National Action Plan in Democracy and Human Rights The CCDH has launched important projects, including the action to draw up a national action plan to promote democracy and human rights in our country.

On World AIDS Day, 1 December 2003, WHO and UNAIDS launched the “3 by 5" Initiative. The Initiative provides a roadmap for meeting the target of delivering antiretroviral therapy to three million people living with AIDS by the end of 2005. (...) In 2003, the Pan American Health Organization (PAHO) launched on World AIDS Day 2003 a report, "Understanding and Responding to HIV/AIDS-Related Stigma and Discrimination in the Health Sector". (...) In addition, on December 10, 2003 (Human Rights Day), WHO in collaboration with the United Nations Office for the High Commissioner for Human rights (OHCHR) and the United Nations E/CN.4/2004/120 página 13 Joint Programme for HIV/AIDS (UNAIDS) launched a colourful, interactive cartoon booklet for young people called “HIV/AIDS Stand Up for Human Rights”.

In addition, during 2002, WHO launched a health and human rights publication series (the first in the series titled 25 Questions and Answers on Health and Human Rights was issued in July 2002). (...) At the World Summit on Sustainable Development (Johannesburg, September 2002) the Director-General of WHO, Dr Gro Harlem Brundtland, launched a major new initiative, namely the "Healthy Environments for Children Initiative" (HECA). (...) The report, which was launched on 3 December 2002, International Day of Disabled Persons, states that the CBR assessment calls for increased participation of disabled persons as role models, self-advocates and employed experts in CBR programmes.

Necessary Investigations were duly launched by the police. No modern society is totally free from acts of violence and hate crimes.

• The investigation of the complaints of alleged torture and ill-treatment by the representatives of the law enforcement bodies were/are being conducted based on the signs of an offence stipulated by the Article 333 of the Criminal Code of Georgia (abuse of power) and are never qualified as torture or inhuman or degrading treatment; • The analysis shows that there has been no criminal prosecution launched against individual representatives of law enforcement bodies, nor a final summary decision taken; while in separate incidents criminal investigation was ceased or was not launched due to the alleged absence of signs of crime; • Replies to the requests of PDO from the bodies carrying out the investigation, are identical in their content, indicating general investigative actions, without going down into specifics of the cases.

In this context, another military operation, Amani Leo, was launched against rebel forces in North and South Kivu on 1 January 2010. (...) In an attempt to foster the integration process, the Congolese authorities launched the so-called process of regimentation of FARDC, as part of the Armed Forces reform announced in January 2010. An experimental project to fight against institutional racism is being launched by SEPPIR, the Department for International Development, UNDP, the United Nations Educational, Scientific and Cultural Organization and the public prosecutors of the States of Bahia and Pernambuco. (...) In 2001, the State University of Bahia launched a programme of quotas for black students leaving public school. (...) In 2003, the University of Brasilia launched a similar programme, supported by SEPPIR and the Palmares Foundation, on the basis of which 1,200 black students entered the university.

UN- Habitat has also launched a project “From Camp Transformation to Urban Revitalization” aimed at upgrading existing camps with the necessary retrofitting and access to basic services to guarantee durable solutions (CATUR project). (...) In 2012, the Government launched a global reconstruction plan of action aimed at solving insecurity of tenure, environmental degradation and improving urban planning. (...) The Government also launched the Support Programme for the Housing Sector Action Plan with the support of the Inter-American Development Bank with the main objective of helping improve the quality of life of low-income families affected by the earthquake, providing them with housing to meet their essential needs of accommodation and security, and to establish a framework for planned housing development.

Assisting Communities Together (ACT) project 37. This project was launched by OHCHR in 1998 on the occasion of the 50th anniversary of the UDHR. (...) In March 2004 a pilot project in Ecuador was launched with an initial programming meeting. In June 2004 a pilot project in Kenya was launched, which resulted in the formation of the United Nations Indigenous Peoples’ Advisory Committee of Kenya (UNIPACK) the first such mechanism of its kind at the country level. 52. In 2004, UNDP Bangladesh launched a number of initiatives on human security including an advocacy campaign and, importantly, negotiated with government and donors on a police reform programme (PRP) with a human rights and justice interface.
