The focus of the next review will likely be on “trans-institutionalization” (spending funds on smaller-sized institutions, which are nevertheless institutions, and therefore possibly leading to persons with disabilities moving between institutions rather than moving into community settings) and on the use of funding mechanisms to improve institutions, thus extending their longevity.
