CAPACITY-BUILDING UNDER THE CONVENTION. DRAFT CONCLUSIONS PROPOSED BY THE CHAIR
The third comprehensive review of the implementation of the capacity-building
framework has the following objectives:
(a) [To take stock of progress in, and assess the effectiveness of, the
implementation of the capacity-building framework using performance indicators or other
appropriate evaluations tools;]
(b) To examine possible gaps between the provisions of decisions of the COP
and the CMP and the implementation of capacity-building activities;
(c) To identify lessons learned and best practices with a view to developing
options for enhanced implementation of the capacity-building framework, taking into
account additional needs and priorities for capacity-building;
(d) To effectively review gaps and challenges in addressing the implementation
of priority areas as contained in the capacity-building framework and in meeting the
capacity-building needs to enhance action on mitigation, adaptation and technology
transfer;
(e) [To effectively review gaps and challenges in addressing access to financial
resources and [attracting private sector investment] [private sector actions][investment] to
support action on mitigation and adaptation and technology cooperation, in a measurable,
reportable and verifiable manner;]
(f) To provide recommendations to the SBI on ways to address the key capacity-
building gaps at the individual, institutional and systemic levels as identified by the first3

The Special Rapporteur learned that while there had been cases of illegal adoptions
transferred through Poland, there have been no proven cases of illegal adoptions within
Poland.

an agreement signed between the Border Guard and the National Labour Inspectorate in

the Working Group learned that several major Thai companies were listed in different
global sustainability indexes.

The Working Group also learned how the Rio 2016 Sustainability
Management Plan was designed with the engagement of federal, state and municipal
governments and civil society organizations.38 The Working Group referred to the situation
it had observed at Vila Autódromo and, given that the construction around Vila Autódromo
is taking place owing to the holding of the Olympics, it encouraged the Rio 2016
Organizing Committee to take an interest and put forward concerns about the situation in its
discussions with the Mayor and other municipal authorities. (...) At the same time, the Working Group noted with concern the developments that
seemed to be going in the opposite direction. It learned that a Senate committee had passed
a legislative initiative43 to fast-track the licensing process — from three steps to one step —
to make it simpler and quicker to obtain a licence for infrastructure works considered to be
in the strategic national interest. The Working Group also learned that the proposed
amendments to the Mining Code 44 included the elimination of some environmental
protections in relation to areas to be exploited by mining activity and provisions to assign to
the relevant mining company the right to use water for its operation without protecting
water for human use.
