invalidity insurance, mandatory health insurance, unemployment insurance and parental
protection insurance. (...) The pension system is currently based on three pillars complemented by the provision of
social assistance in order to ensure a basic safety net for people in need, namely the mandatory
earning-related pillar of the pension; the private pension plan, which is voluntary for private
sector employees and mandatory for public employees and persons employed in arduous
occupations; and individual savings in pensions and life insurance vehicles. Premiums paid to
the third tier are subject to a tax relief.
34. (...) The Independent Expert calls on the Government to ensure availability and
accessibility of palliative care for all older persons in need, particularly those who suffer
from a life-threatening or life-limiting illness to ensure their well-being and allow them a
life with dignity.

Nationally, the right to health has been enshrined in the Constitution (current art. 59)
since its promulgation in 1990, together with relevant rights, including informed consent
(art. 23), rights to life (art. 21), to suitable life (current art. 63), healthy life (current art. 70)
and the rights to equality and non-discrimination (arts. 1, 3, 14, 15 and 17). (...) The single insurer in this scheme is the Croatian Institute for
Health Insurance, established in 1993 to provide universal health insurance coverage to the
whole population, based on a benefits package defined under the Mental Health Insurance
Act scheme. (...) In
addition, supplemental health insurance is available and is purchased individually and on a
voluntary basis, from either the Croatian Institute for Health Insurance or private insurers,
mostly to cover user charges in the Mental Health Insurance Act system.

uninterpretable movements in the current price value of non-life insurance output and

the treatment of pension schemes and non-life insurance has been revised, the treatment of life
insurance has also to be brought in line. (...) Some examples were pointed out in the previous sessions, such as: consistent recording of life
and non-life insurance; recording of guarantees and market versus nominal value of loans.

The Special Rapporteur was encouraged to hear of the efforts made to give effect to
the right to education for children from Yenish, Sinti/Manush and Roma communities while
taking into consideration the itinerant way of life of these communities.22 He was also

others, the fields of independent life and life in the community, as well as the issue of privacy,
i.e. violation of privacy and interference in personal and family life and the misuse of data.

insurance, disability insurance and unemployment insurance.
50. (...) The home-care programme of the Red Cross sought to improve
the quality of life of older persons and decrease the level of old-age poverty.

Costa Rican society is in the advanced stages of demographic transition,
characterized by a narrowing of the base of the population pyramid and an increase in older
segments resulting from the combination of a low birth rate and high life expectancy.
Women have gone from having an average of 2.12 children in 2003 to 1.76 children in
2014,1 and life expectancy, which stands at 79 years,2 is one of the highest in Latin
America.
4. (...) In order to implement current laws, the National Council has two programmes under
way: “Ageing and quality of life” and “Building solidarity”. The former consists of
awareness-raising and training campaigns carried out in conjunction with academia and of

The previous Federal Government set up the Insurance Reform Advisory Group
(IRAG) to improve insurance provisions generally. (...) The Age Discrimination Commissioner is currently conducting
a project aimed at extending insurance coverage for older people by working with insurance
stakeholders to investigate available insurance data and by providing clarity about the in-
surance exception in the Age Discrimination Act 2004 (Cth). In May 2013 the Tasmanian
Anti-Discrimination Commissioner concluded an investigation into the practice of insur-
ance companies excluding or restricting insurance cover to volunteer workers on the basis
of their age.
