E/ESCWA/SD/2015/IG.1/3(Part I) 6 (a) To incorporate the elements of social justice in its work on the preparation, monitoring and implementation of a post-2015 development agenda and sustainable development goals, and establish clear implementation and monitoring mechanisms to ensure the achievement of national, regional and global development goals, in accordance with country capabilities (Tunis Declaration, para. 21a); (b) To provide advisory services and technical support to member States to improve national policy responses so as to enhance social cohesion, tackle youth and women’s development challenges, and promote youth and women’s participation and empowerment in decision-making processes (para. 21c); (c) To create a measurement tool to monitor progress in the area of social justice in the Arab region and strengthen the capacity of member States and statistical agencies to collect, build, analyse and disseminate harmonized related indicators (para. 21e).

Noting that the rights of refugees, Internally Displaced Persons (IDPs) and Stateless persons remain a concern, Concerned that, inspite of the existence of international and regional human rights instruments, refugees continue to experience inadequate protection, and further that the rights of IDPs and Stateless persons are not adequately protected at the regional and national level, Mindful of the critical role of African National Human Rights Institutions in promoting and protecting the rights of Refugees, IDPs and Stateless persons, Concerned about the intractable problems of Refugees, IDPs and Stateless persons in Africa, Affirming the obligation of States to incorporate into domestic law, international instruments relating to Refugees, IDPs and Stateless Persons, Confirming that national human rights institutions have a crucial role in the promotion, protection and monitoring of Refugees, IDPs and Stateless persons, Aware of the urgent need to address the above issues concerning the rights of Refugees, IDPs and Stateless persons: a) Internally Displaced Persons - IDPs With regard to Internally Displaced Persons, the conference resolves: • To recognize the importance of accurate identification and registration of IDPs in their respective countries, • To include issues relating to internal displacement into the work plans of National Human Rights Institutions in view of a greater recognition and full protection of all their Human Rights • To educate and sensitise the government, the CSOs and the public on issues relating to IDPs • To evaluate and monitor the intervention mechanisms of all actors including government, humanitarian agencies and donors, • To network with government institutions and other national institutions to address issues of IDPs, • To ensure the establishment of a proper legal framework and policies, consistent with UN Guiding Principles and other regional instruments such as the Pact on Security, Stability and Development in the Great Lakes Region

And three, States should incorporate the Guiding Principles into the policies and action plans of the multilateral institutions of which they are part. 25. (...) Implementation of the Guiding Principles ideally would require practitioners and policy-makers in the areas of—for example—production, economic development, infrastructure, trade and finance, to understand and incorporate human rights into their practices, policies, and into the regulatory frameworks that shape and determine how business operate. (...) The Guiding Principles define a set of “effectiveness criteria” for the operation of non-judicial grievance mechanisms, which should incorporate principles of legitimacy, accessibility, predictability, rights-compatibility, equitability and transparency.
